    maybe they are slowing trains down to keep stabbing suspects on board long enough to have security ready to catch them when the train arrives at the station.

      Ken Plum will know what to do. He wrote a column about that time he ditched his Prius to ride the Silver Line, at an off-peak time, to travel one stop down the line. He clearly has the pulse of Virginia riders to take back to Richmond.
