The Herndon Police Department announced an arrest in a 2019 sexual assault case yesterday (Tuesday).
Police arrested a 15-year-old boy for sexual assault on Saturday, Jan 18. The incident happened on Oct. 17 on the 600 block of Dulles Park Court, according to authorities.
The suspect is believed to have had sexual contact with a minor that he knew.
Due to privacy restrictions for minors, no other information about the incident was made public.
A Herndon man was arrested in connection with a robbery of a home on the 1100 block of Casper Drive in Herndon earlier this month.
Police believe Jose Mendoza Banegas, 20, broke into the home and stole an undisclosed amount of cash and other items of value.
The Herndon Police Department indicated that the suspect entered the home through a basement window sometime between 7:30 a.m. and 1:30 p.m. on Dec. 2. Banegas was arrested on Dec. 12.
In a separate incident, Jose Alfredo Ardon Castillo, 47, of Herndon, was arrested in connection with the sexual battery of an individual known to him on Dec 13.
On Dec. 14, Ermes Urbano Castillo, 47, of Herndon was also arrested for the aggravated assault of a victim known to him. Both men were taken to the Fairfax County Adult Detention enter where they were held without bond.
An attempted burglary was also reported at a business on the 1200 block of Old Heights Road in Herndon. No arrest was made in connection with the Dec. 11 incident.

A woman was arrested for assaulting a restaurant manager and police officers at Willard’s BBQ (11790 Baron Cameron Avenue).
According to the Fairfax County Police Department, Shayla Davis, 38, assaulted the restaurant’s manager when she was asked to pay on Nov. 19. Police said the woman also shoved police officers and attempted to resist arrest by kicking the officers.
Davis was charged with assault on law enforcement, simple assault, and obstruction of justice.
No further information about the incident was released.

Fairfax County police are looking for four of the five suspects involved in a robbery and assault in Herndon.
The incident occurred around 8 p.m. on Monday (Sept. 9) in the 13100 block of Parcher Avenue.
“The victim was walking home when five suspects surrounded him,” according to a police report. “They assaulted him and removed personal items.”
Police said that they found one juvenile connected to the robbery after a lookout was provided. The juvenile was charged with robbery.
“The other suspects were described as Hispanic males in their late teens,” police said.

On Saturday, Sept. 7, a man was robbed by two men while walking home. The incident occurred in the 1700 block of Ascot Way around 12:30 a.m.
“The men were described as being in their late teens to early 20s,” police said.

Town of Herndon police arrested a resident for allegedly assaulting someone.
Police said that a fight broke out among a group of people shortly after 6:30 p.m. on Thursday, Aug. 1, in the 1100 block of Elden Street.
“The victim sustained lacerations to his hand when he attempted to break up the fight,” according to the police report. “He was transported to Reston Hospital where he was treated for his injuries.”
Police arrested and charged 33-year-old Jorge Daniel Cruz Martinez with aggravated assault, narcotics violation, and drunkenness.
Martinez is being held without bond at the Fairfax County Adult Detention Center.

In a separate incident, Herndon police are investigating a robbery that happened on Monday, July 29, around 11 p.m. in the 12 block of Herndon Parkway.
Police said that two men robbed a man who was walking home and ran off with the victim’s wallet towards Parcher Avenue.
“The suspects are Hispanic males; one was wearing a mask, shorts, and white sneakers and the other was wearing a mask, pants, and white sneakers,” police said.

Virginia State Police arrested a Caroline County Man and a juvenile in connection with a carjacking that started in Reston on Wednesday (June 19).
Police believe Jaquan McNeil, 21, of Ruther Glen, and a juvenile suspect, assaulted a man as he was leaving his car on the 11400 block of Isaac Newtown Square at around 5 a.m.
The suspects then stole the BMW X5 and sped down I-95 when state police spotted them, according to police.
An officer spotted the car traveling south near a line marker in Prince William County and called more troopers to help. As police approached, the car swerved suddenly to the right shoulder and sped away from approaching law enforcement.
The pursuit continued for some time until the car crashed into a curve on the exit ramp and struck the guardrail.
McNeil fled the scene on foot, but was arrested a short while later. He was charged with one felony count of eluding police, one count of driving on a suspended license, one count of contributing to the delinquency of a minor and one count of reckless driving. McNeil is being held at the Stafford County Jail.Â
The 15-year-old passenger was taken into custody without incident. Both suspects declined medical assistance for injuries that happened during the crash.
Police continue to investigate the incident.

Fairfax County police are investigating a mob assault in a residential Reston neighborhood by the Hidden Creek Country Club.
The incident occurred around 10:45 p.m. on Saturday (June 1) in the 1700 block of Torrey Pines Court.
Police said the victim heard loud knocks on the front door and saw a group of 15 men running away from the house. “The victim ran after the group when they turned around [and] assaulted the victim,” according to police.
“The group of men were described as black with white shirts and dark pants,” according to the police report.
The victim received minor injuries, police said.

Town of Herndon police arrested a resident for felonious strangulation and misdemeanor assault.
Police arrested 29-year-old Dennis Michael Markley on last Wednesday (March 20), the day after he allegedly tried to strangle someone he knows, police say.
He is currently being held without bond at the Fairfax County Adult Detention Center.

In February, Herndon police arrested 77-year-old Nhan Pham in connection with a domestic assault that caused her husband’s death, according to the Herndon Police Department.
As of March 18, the grand jury amended the charges to murder, according to the March 26 police report.

Herndon police arrested a Herndon woman in connection with a domestic assault that caused her husband’s death, according to the Herndon Police Department.
Thuan Tran, 79, was transported to the hospital with life-threatening injuries last Tuesday (Feb. 19) after he was assaulted in his home in the 400 block of Patrick Lane, police say.
Police took his wife, 77-year-old Nhan Pham, into custody at the scene and charged her with malicious wounding.
Tran died on Friday (Feb. 22) “as a result of the injuries sustained during this incident,” according to the report.
Pham is being held without bond at the Fairfax County Adult Detention Center.
Herndon police detectives are working with the Commonwealth Attorney’s Office to amend the charges, according to the report.

Fairfax County police arrested a man who was living in a vacant Reston apartment.
The property manager for the apartment in the 1800 block of Oracle Way alerted police about the man on Friday, Feb. 15. Police found the man and confirmed he was not a resident, according to the report.
Police arrested and charged 23-year-old Michael Spruill of no fixed address with unlawful entry and destruction of property.
Sheriff’s deputies found a stolen gray car without license plates in Herndon. The car was stolen last Tuesday (Feb. 19) in Sterling, according to the Loudoun County Sheriff’s Office. The case stolen auto case is still under investigation.
Herndon police are investigating their own stolen auto case. A 2008Â Grey Pontiac Vibe was reportedly stolen between 11 a.m. and 10 p.m. last Tuesday (Feb. 19) after it was parked in the 1000Â block of Knight Lane, and the key was left inside the unlocked car.
Herndon police are investigating an armed robbery that happened in the 1100 block of Elden Street last Monday (Feb. 18). A man demanded personal property from a victim and then ran away when the victim tried to call the police, according to police. The victim’s personal property was recovered.
“The suspect is described as a Hispanic male between 19-21 years of age wearing a black blue hoodie/jacket with the hood up and black pants,” according to the report.

A newly opened domestic violence action center in Herndon will provide free advocacy services every Friday.
Fairfax County recently announced that the Domestic Violence Action Center (DVAC) began offering services last Friday (Feb. 1) at the Herndon Neighborhood Resource Center (1086 Elden Street), which is a collaborative effort between the county, Cornerstones and the Connections for Hope Partnership.
“A crucial component for engaging victims in services is access to the necessary resources available to them,” Kevin Ochs, the advocacy services supervisor for the Fairfax County Domestic and Sexual Violence Services, said in a press release.
The services, which will include an onsite victim advocate who speaks English and Spanish, will be available every Friday from 9 a.m. to 5 p.m. Some of the services DVAC offers are:
- Court Attire Program with a selection of clothing for court hearings and job interviews
- crisis intervention, emotional support and options counseling
- education about the criminal and civil justice systems
- emergency shelter
- housing information and referrals
- short-term case management
DVAC also has locations in Alexandria and Fairfax staffed by county agency and community nonprofit partners.
Locals’ heading to the DVAC location at the Historic Courthouse in Fairfax “presented challenges for victims of domestic and sexual violence and stalking, with safety being a prominent issue,” according to the county.
Now, people can walk-in, make appointments and also call the Herndon location.

City of Fairfax police arrested a Reston man after he assaulted two police officers.
On Thursday, Jan. 3, police officers found a male subject knocking on doors and checking doorknobs around 1:21 a.m. in the 9400 block of Fairfax Blvd. A police investigation determined that a possible larceny had occurred and that the subject was intoxicated, according to the report.
Elias Bouazer, a 20-year-old from Reston, allegedly assaulted two officers as they were in the process of arresting him, the report says.
Bouazer was transported to the Fairfax County Adult Detention Center where he was charged with two counts of assault on a law enforcement officer, larceny and being drunk in public. He was held without bond.
Last Friday (Jan. 11), police in the City of Fairfax arrested another Restonian — this time for drunk driving.
At around 1:44 a.m. police stopped a vehicle that was driving erratically in the area of Revel Run and Fairfax Blvd and arrested and charged Mohiyadin Abukar Abdi of Reston for driving under the influence, according to the report. Abdi was transported to the Fairfax County Adult Detention Center.

City of Falls Church police arrested a Herndon man last week.
Last Tuesday (Jan. 8) around 10:45 a.m., police responded to a complaint about suspicious activity at the 7-Eleven at 201 S. Washington Street. They arrested and charged 26-year-old Jason Wesley of Herndon with possession of a controlled substance, obstruction of justice and public intoxication, according to the report.

A man sleeping on his couch was assaulted last week by a person he knows, according to the Herndon Police Department.
The suspect entered the house on the 700 block of Cordell Way last Monday (Nov. 26), woke up the sleeping man and began assaulting him, the report said.
The victim was transported to Reston Hospital.
The Herndon Police Department is currently investigating the case.

The trial began earlier this week for Jude Lovchik, charged with abduction and sodomy.
In 1995, four roommates in Reston were held at gunpoint and sexually assaulted. The case had gone cold until Lovchik’s ex-wife told Arlington County police that Lovchik had confessed the actions to her and had her recreate the scenes.
According to the Washington Post, the victims of the assault testified during the opening day of the trial. The women said their attacker had forced the women to perform sexual acts on each other and on him, then worked meticulously to cover his tracks.
One woman testified that she was made to drink Gatorade to remove the evidence from her mouth and that he vacuumed the bedroom where the assault occurred. After going through their address book, the women said the attacker also threatened to kill their friends and family if they reported the assault.
The case is being prosecuted by Assistant Commonwealth’s Attorney Jessica Greis-Edwardson, who said DNA swabs from Lovchik matched biological material found in the mouth of one of the victims.
But Fairfax County Public Defender Dawn Butorac said the evidence tying Lovchik to the crime was flimsy, saying there were inconsistencies in the DNA evidence and noting that Lovchick’s ex-wife, who was in the middle of the divorce when she reported Lovchick’s confession, had motive to lie.
Lovchik faces up to life in prison if convicted of the most serious charges, including abduction and sodomy. He has pleaded not guilty to all of the charges.

A man accused of a series of sexual assaults across Fairfax in the 90’s, including four women in Reston, is scheduled to go to trial this Monday (Dec. 3).
Jude Lovchik is charged with a series of felonies including multiple counts of abduction, sodomy, robbery and firearms offenses.
While Lovchik is being investigated for other assaults in Fairfax and Prince William counties, his charges stem from a 1995 assault where Lovchik is alleged to have climbed onto the balcony of an apartment building and subseqently tied up, blindfolded and sexually assaulted four roommates.
According to the Washington Post, the break in the cold case came when Lovchik’s wife went to the Arlington Police after she said Lovchik assaulted her during their divorce. She also told the police that Lovchik had told her about his string of assaults throughout Fairfax in the early 1990’s and had her recreate the sexual assault scenes for him. Police said Lovchik’s wife provided information about the case that had not been disclosed to the public.
After Lovchik’s wife spoke with the police in early 2017, his home was placed under surveilence until DNA was collected from trash that police say was connected to DNA collected from the Reston assault.
Lovchik moved to Florida in 2017, but was arrested in October and returned to Vriginia, where he is currently being housed in the Fairfax County jail.

Police are determining whether or not to charge a woman who they believe scratched and attempted to bite two police officers on Tuesday (Sept. 11).
Local law enforcement responded to a report about a domestic assault at the 1900 block of Barton Hill Road around 7:33 p.m and found a woman experiencing an “apparent mental health crisis,” according to the Fairfax County Police Department. The Commonwealth Attorney’s Office is reviewing the incident to determine if the woman should be charged.
In a separate incident, the Herndon Police Department is looking for a suspect who may have robbed a business in the 1000 block of Herndon Parkway on Sept. 14 at around 5:15 p.m. The suspect, who was described as a slim African American man, displayed a handgun and ran away from the scene, according to police.
The police department is also looking for information about an assault near Herndon Library on Sept. 14. According to the Herndon Police Department, an individual was assaulted between 8-8:30 p.m. on the path between Center Street and Park Avenue. Deputies from the Loudoun County Sheriff’s Office made arrests this week linked to public intoxication and alcohol consumption.
On Sept. 14 at around 2 p.m., sheriff’s deputies charged Erik Vanzandt, 19, of Herndon with driving under the influence. The arrest was made after sheriff’s deputies arrived at the 44000 block of Waxpool Road in Ashburn for a report about a crash involving a parked car. Vanzandt was released from the Loudoun County Adult Detention Center on an unsecured bond.
In a separate incident, Jason Wesley, 26, of Herndon was arrested and charged with public intoxication and possession of marijuana on Sept. 12 at around 8:47 a.m. The arrest was made after a sheriff’s deputy saw the man walking in an unbalanced manner in a parking lot near the 46000 block of Community Plaza in Sterling. Wesley was released from the Loudoun County Adult Detention Center on an unsecured bond.
