A Herndon man was arrested in connection with a suspected prostitution ring operating out of a Sterling home.
According to a release by the Loudoun County Sheriff’s Deputies office, Luis Bonilla-Hernandez, 32, of Sterling, and Eliazar Duran-Mota, 22, of Herndon, were charged on July 6 with two counts of felony receiving money from earnings of a female prostitute and two misdemeanor counts of using vehicles to promote prostitution.
The arrests came after a nearly yearlong investigation. Sheriff’s deputies received reports of a suspected prostitution ring operating in a home on the 600 block of W. Nettle Road in August 2017. Search warrants were obtained on Friday for the Sterling home and a home on Framingham Court in Herndon.
Local law enforcement officials believe adult females traveled from other states to meet Bonilla-Hernandez and Duran-Mota in Maryland. The men then took the women to different locations in Loudoun County, according to the release.
Both men were released from the Loudoun County Adult Detention Center on a $7,500 secured bond.
The investigation was conducted by the LCSO, the Fairfax County Police Department and the FBI’s child exploitation and human trafficking task force.

Reston Farm Market will celebrate its first anniversary in September at Reston Farm Market (10800 Baron Cameron Avenue).
Although the program has not yet been finalized, several activities are already planned, including a balloon artist and face painting by Trist’n Shout Entertainment.
The anniversary event will take place on September 22 (Saturday) from 1-3 p.m. The original market dates back to 1976 and later expanded to 2.5-acres on Mack Crippen’s dairy farm. At its height, it occupied 9,000 square feet on roughly 16 acres.
Since then, the market downsized due to encroaching suburban development and restrictions by the Fairfax County Zoning Department. The anniversary event marks the market’s first year under new ownership.

The Town of Herndon will take part in a pilot program that will bring LED lights and free WiFi in downtown Herndon. The agreement, approved in late June by the Town of Herndon Council, is with Vivacity, Inc.
A public WiFi network will be established for the downtown area. The D.C.-based company will design and manage the wireless network necessary to make the project possible. Town officials will grant access to infrastructure and have authorized Vivacity to sell its services to third parties.
“We are excited to pilot this program with Vivacity and to explore how these cutting-edge technologies may benefit citizens, businesses and visitors to our downtown,” said Mayor Lisa C. Merkel. “The metrics developed through this program will provide a baseline upon which we build, as we work toward our vision for Herndon’s downtown.”
The town and Vivacity will determine whether or not they will continue the partnership based on the following considerations, as indicated in a June 20 press release:
-
Cost savings of LED lights and centrally-controlled management system;
-
Potential reduction in carbon emissions;
-
Impact of improved mobile coverage in the downtown;
-
Public safety impacts from the lighting and blue button emergency calling feature;
-
Data on bicycle and pedestrian flow on the W&OD Trail; and
-
Cost and usage of the electric vehicle charging station.
The pilot program will run from Dec. 31 through the end of 2020.
The Fairfax County Park Authority Board approved funding to boost Frying Pan Farm Park‘s equestrian program.
A matching grant of $4,500 was given in response to a request from the Friends of Frying Pan Farm Park. New jumps and poles will replace existing equipment that is old and heavy.
In a statement, park officials indicated the new jumps will “address concerns about the difficulty of moving the existing jumps.” The Friends of Frying Pan Farm Park will contribute matching funds to complete the project, which is expected to cost around $9,000.
Since 1999, more than 170 Mastenbrook Grant projects have been approved. The Fairfax County Park Authority’s program provides limited matching funds for projects in local parks.

A grade-separated crossing and bridge at the Washington & Old Dominion Trail at Wiehle Avenue could be coming closer to reality.
The Fairfax County Board of Supervisors will consider a motion tomorrow (July 10) to allow the county officials to move forward with land acquisition and final design plans.
The project, which is expected to cost $10 million, aims to address safety concern at the intersection. Changes include a new bridge, retaining walls and directional access to Wiehle Avenue for trail users.
Wiehle Avenue would be widened from Sunset Hills Road to the properties near the Reston Fire Station. The pavement would be widened for on-road bike lanes in the future.
Improvements were contemplated in Reston’s Metrorail Access Group’s plan to improve access near the new Wiehle-Reston East Metrorail Station. The new fire station planned in the area would be built before the pedestrian bridge.
An exact timeline for the project has not been set.

Reston Association’s Glade tennis courts (11550 Glade Drive) have reopened.
The clay courts were damaged during a wind storm in March that caused two large pine trees to damage the clay court, court lights, and perimeter fencing.
In April, staff from RA’s Central Service Facility removed trees from courts in order to prevent future damage. After inspections, arborists had determined standing trees and pine trees posed a threat to public safety.
Passes are required to play on the courts.

The Fairfax County Police Department is hosting the first annual Law Enforcement Torch Run in Reston Town Center on July 21.
Proceeds from the event will support athletes from Special Olympics Virginia. The event will begin at the pavilion at Reston Town Center. Runners will travel down the green trail and back, a roughly 1.5-mile distance. Check-in begins at 6 a.m. and the run will start at 8 a.m.
Registration is $20 per participant and is open online. The Law Enforcement Torch Run is a fundraising campaign that began in Wichita, Kansas in 1981. Police departments and law enforcement agencies participate in runs to raise money for the Special Olympics.
During most runs, law enforcement members and Special Olympics athletes carry the “flame of hope” in the opening ceremony of local competitions. The initiative has raised more than $600 million for Special Olympics programs since it began.
