Herndon Police Department officers say that a man has been charged with multiple counts of indecent liberties against juveniles.

Allen John Williams, 30, of Herndon, was arrested on earlier this month on multiple counts of indecent liberties for exposing himself to juveniles.

The arrest was made on the 1100 block of Burwick Drive, according to the Herndon Police Department.

Williams is being held at the Fairfax County Adult Detention Center without bond. 

He was previously arrested and charged with similar counts in 2018. Police believe he exposed himself to a 10-year-old who was playing in the driveway of a home.

The Herndon Police Department’s Police Chief Maggie DeBoard is urging residents to avoid driving in the downtown area as former police captain Darryl ‘Smitty’ Smith is laid to rest tomorrow (Friday).

Smith, a prominent community leader, the town’s first African American Officer and Purcellville Police Chief, died on Sunday. Due to restrictions created by COVID-19, the funeral service will be restricted to family members only.

Community members and other wishing to pay their respects can gather along the procession route, but DeBoard said efforts to maintain social distancing should be adhered to.

Here’s DeBoard’s statement:

Due to the restrictions brought upon our community by COVID-19, the funeral service is restricted to family members only. We will also be avoiding driving through the downtown area as we escort Darryl to his final resting place to avoid the congested areas where people may want to congregate to pay their respects, all in the interest of safety.

The Herndon Police Department, along with representatives from the Purcellville Police Department, have made plans to formally honor Darryl at his graveside service, while doing our best to keep the family and our officers safe. Please respect the Governor’s Orders and our efforts to limit exposure at this service both to Darryl’s family and to our officers by remaining away from the cemetery. It is truly heartbreaking to lay a beloved lifelong public servant to rest without full honors and the support from the community he served, but safety must prevail and we all know that Smitty would stress this if he were still here with us today.

Please know that Darryl’s police families will provide a proper sendoff to him that lets his immediate family know how much he was loved and respected.

We appreciate the community’s cooperation during this painful and difficult time.

Adams-Green Funeral Home and Crematory, which has adapted to changing circumstances due to COVID-19, is hosting a virtual viewing of the funeral and graveside services online.

The funeral home invited members of the public to stand along the funeral procession route form the funeral home to Chestnut Grove Cemetery. More information about the services is available on the funeral home’s website.

A “celebration of life” service will be held at a later date once it is safe for crowd to gather.

The Herndon Police Department is scaling back some services in order to slow the spread of the novel coronavirus.

Although all officers will continue to respond to emergencies, the police department plans to take some police reports over the phone. Officers may take reports and conduct follow-ups over the phone for non-emergency situations.

“It is HPD’s hope that by adopting these practices, we can do our part to slow the spread of this virus and protect the health of our officers and our community,” HPD wrote in a statement on Tuesday (March 17).

At the Herndon Police Department, the safety of our community is our top priority. Part of preserving the public safety of our community means promoting public health. But like everyone else, we are faced with making adjustments to the manner in which we carry out our duties due to the onset of COVID-19.

Following the recommendations from the CDCVirginia Department of Health, and Fairfax County Health Department, HPD is working to slow the spread of COVID-19 by practicing social distancing, while still providing a proper level of service to the community.

For non-emergency services, residents can call 703-435-6846.

As of Tuesday afternoon, the Fairfax Health District has 12 presumptive cases of the respiratory disease. The Fairfax County General District Court that’s held in the town on Wednesdays is also closed. It’s expected to open on April 22.

A man appears to be impersonating a police officer from the Herndon Police Department, police warn.

Several town residents have received a call from someone impersonating Lt. James Moore from HPD. The message requests the receiver to call back in order to discuss an urgent matter.

HPD posted a video of the impersonator online yesterday (Tuesday).

The Herndon Police Department announced an arrest in a 2019 sexual assault case yesterday (Tuesday).

Police arrested a 15-year-old boy for sexual assault on Saturday, Jan 18. The incident happened on Oct. 17 on the 600 block of Dulles Park Court, according to authorities.

The suspect is believed to have had sexual contact with a minor that he knew.

Due to privacy restrictions for minors, no other information about the incident was made public.

A Herndon home was shot at over the weekend, according to the Herndon Police Department.

Police believe someone shot into a home on the 11000 block of Lopez Lane on Saturday, Jan. 4.

No injuries were reported and the case is under investigation.

Local police shared information about the incident on Tuesday (Jan. 7).

The police department did not return a request for comment for further information.

A Herndon man was arrested in connection with a robbery of a home on the 1100 block of Casper Drive in Herndon earlier this month.

Police believe Jose Mendoza Banegas,  20, broke into the home and stole an undisclosed amount of cash and other items of value.

The Herndon Police Department indicated that the suspect entered the home through a basement window sometime between 7:30 a.m. and 1:30 p.m. on Dec. 2. Banegas was arrested on Dec. 12.

In a separate incident, Jose Alfredo Ardon Castillo, 47, of Herndon, was arrested in connection with the sexual battery of an individual known to him on Dec 13.

On Dec. 14, Ermes Urbano Castillo, 47, of Herndon was also arrested for the aggravated assault of a victim known to him. Both men were taken to the Fairfax County Adult Detention enter where they were held without bond.

An attempted burglary was also reported at a business on the 1200 block of Old Heights Road in Herndon. No arrest was made in connection with the Dec. 11 incident.

The Fairfax County Police Department’s Reston District Station also reported the following minor incidents in recent days:

Local police are encouraging residents to be wary of porch pirates in Reston and Herndon. An increase in package thefts is often seen when holiday shopping is in full swing this time of year.

The Fairfax County Police Department issued the following tips to avoid package thefts:

  • Ask a neighbor to hold a package if you’re unable to pick it up
  • Ship packages to your workplace or a nearby store
  • Sign up for delivery alerts and require a signature, if possible.
  • Purchase a lockbox for your front porch or a mailbox with secured access

A recent study found that nearly 26 million Americans reported having holiday packages stolen from their doorstep or porch.

Local police are looking for a male suspect involved in a robbery at a business on the 1300 block of Worldgate Drive.

Officials from the Herndon Police Department said the business was robbed at around 3:30 a.m. on Wednesday, Nov. 6. Police did not disclose the name of the business.

Surveillance video shows that a man entered the business through a back door and took cash from two registers. There were no signs of forced entry.

A description for the suspect has not been issued. The case is under investigation.

Local police warn of an uptick in the number of stolen vehicles and items stolen from vehicles in the Town of Herndon.

In a statement, the Herndon Police Department encouraged residents to lock their cars, take valuables inside and avoid leaving the car running when drivers or passengers are not inside.

County officials encouraged residents to take the following steps to protect their vehicles:

  • Install an anti-theft system in your vehicle
  • Etch your car’s vehicle identification number on each window
  • On an incline, leave your vehicle in park or in gear with the wheels turned toward the curb or another obstruction
  • Keep vehicle locked at all times, even when driving

Police indicated that most of the incidents reported in the last week were avoidable.

A pedestrian was involved in an accident at the intersection of Grant Street and Grove Street in Herndon.

The incident happened around noon today (Thursday).  Police have not yet indicated how the accident happened or if a vehicle was involved.

The pedestrian was taken to a local hospital to treat non-life-threatening injuries.
