Last week, we learned that Boston Properties plans to upgrade Reston Town Center’s common areas.
The company will pour in about $5 million to upgrade several areas in order to “soften existing spaces” and modernize the town center, according to a representative for CBRE, who represents the property in lease deals.
While Reston Now hasn’t heard back from CBRE, Boston Properties about what’s planned, we would love to know what kind of improvements our readers are most looking forward to.
Plans are still in the design phase, but the company has already hinted at what could be coming. No changes to parking systems are proposed.

What inspired you to run for this seat?
I’ve always welcomed an opportunity to serve. I thrive on learning, meeting new people, and learning from a broad range of voices. I learned early on that one must consider many perspectives in order to develop a personal viewpoint. I’ve learned that life experiences impact viewpoints, and that thought process is evolutionary. Humans, hopefully, evolve as they age and engage.
I was compelled to run for Hunter Mill Supervisor when it became a vacant seat, Supervisor Cathy Hudgins having announced retirement after 20 years of bold and noble service to Hunter Mill. I am honored to be a candidate; it is privilege.
Inspiration comes from varied places; I was most fortunate to grow up in a family that was committed to serve. Both my mom and dad were elected officials in my hometown; my two brothers have served their local jurisdictions and my little sister chairs the Board of Education in a town with a school system that rivals that of Fairfax County. My other sister has chaired noble community efforts in California and is a perennial elections officer in her small town. One might say service runs in the family.
What are the three biggest concerns you have for Reston? What do you plan to do address them?
I’m concerned about:
- Responsible economic growth: Appropriate development in the right places and making sure that our approved development applications are delivered in the highest quality and are integrated with our community. Whether in Reston or Vienna or Herndon, we must make sure that we welcome the new, engage our new residents and business workers, and integrate all with open arms. Reston is a New Town studied by a world-wide audience; as we enter into the ‘next fifty years’ it’s imperative that we be true to the founding tenants.
- Improved transportation options: Our community needs to respect the fact that we have and will continue to grow, and additional asphalt lanes are a ready solution to congestion. As soon as a lane is built, it is congested, adding exponentially to our carbon footprint. We need to provide safe and connected pedestrian and bicycle pathways, provide overpasses or underpasses across or beneath some of our wide thoroughfares. We need to adapt our suburban-built thoroughfares into a more urban street grid; often slowing traffic results in better throughput through intersections and community centers.
- Quality of Life for All – Equity in Housing Options: We have a shortage of housing options — running the range from low-income for-sale and for-rent inventory, through housing options for our service workforce, and onto aging in place and/or affordable senior alternatives. We have thought leaders and industry leaders in our community; we can find solutions.
How can the county improve how it manages growth and development in this growing community, especially as it relates to infrastructure needs, transportation, and affordable housing?
The County is doing a good job of working to plan for our future. Like anything, it can always do better. Current attention can to transportation and infrastructure financing options needs to remain a priority, and efforts to evaluate options for means to provide housing diversity are imperative. Solutions come through many avenues, such as developer commitments to provide work force housing programs in new multifamily buildings, developers paying a fee per square foot per commercial development added and convening industry experts to review national best practices for finding and funding diverse housing types. We will need to review zoning code; we can find solutions.
What do you hope to accomplish in this position?
I hope to provide excellent customer service to all of the Hunter Mill constituents, to enable transparent and inclusive conversation about pressing issues and to ably represent the voice of Hunter Mill on a board of ten. I hope to make the voice of Hunter Mill influence the continued success of Fairfax County, and be recognized as the key driver in the County’s prominence.

Following the daily news coming out of our Nation’s Capital is enough to leave anyone despondent. The backing away from long-sought freedoms against discrimination and oppression to a seeming lack of concern about the health of our planet and its people to a rise in hateful speech and behavior punctuated by the concentration of wealth in the hands of a few at the expense of the many contribute to the feeling of desperation on the part of many who share values very different than those holding positions of power today. Add to the very real concerns about the direction of our country the plight of millions around the world and one can become very depressed.
I remind myself regularly that it is important to remember that behind all the dark clouds there is a sunny side. While my examples of the sunny side will be from our community over the last couple of days, the sunshine of care and compassion shines in different ways and intensities throughout the world every day We sometimes have to clean the lenses through which we view our community and the world to gain a clearer perspective of where we are and where we are headed.
Just last weekend Jane and I spent an evening with the caring and compassionate people in our community who raise money and work through FISH (Friendly, Immediate, Sympathetic Help) to help those who are down on their luck pay their utility bills and rent, fill prescriptions, and learn to manage their finances. A golf tournament this week with Kids R First along with the volunteer help of many will provide funding to ensure that thousands of children in our region start school with book bags filled with needed school supplies. Students in South Lakes High School (SLHS) who do not have enough to eat at their homes can get food through the SLHS Food Pantry on school days and for the weekends.
Days in a homeless shelter can no doubt seem bleak despite the best efforts of volunteers to make them seem otherwise, but nothing can replace the burst of sunshine that comes from Cornerstones and all its supporters who work mightily to end homelessness in our community. I spent an evening recently with the volunteers of Britepaths who are doing the same kind of work in other areas of our region bringing hope to many.
I spend time monthly with volunteers from Moms Demand Action, Brady Campaign, and other groups working to end gun violence. Their commonsense approach to the public health crisis of gun violence will pay off. I continue to be impressed with the determination and hard work of the Herndon-Reston Indivisibles who are devoted to the election of caring candidates to office and to bring focus on bad public policies.
I am honored to be in public office to observe and participate in the hard work of citizens who bring sunshine where it is needed. I have listed just a few examples. What inspired you to run for this seat?
Our local government is where the rubber meets the road. This is where we make change that affects each of us on a daily basis. I have led a life of service around the world, across this great nation, and right here in Fairfax County. I want Fairfax County, and specifically the Hunter Mill District, to be the leader of a progressive vision of community. It is time for change in the Fairfax County Board of Supervisors. Many of our supervisors have done an incredible job of governing over the past 20 plus years, but the county has changed drastically since they first took office. We need new leadership that reflects the desires and diversity of the community.
As a grassroots community organizer, I understand the benefit of building a community from the ground up. I understand the importance of engaging voters in decisions that will affect their lives. I have walked miles and worn out shoes knocking on doors and talking to residents about their concerns, asking for their input and expertise, and advocating for those concerns before our elected officials. I bring a proven track record of leadership and a collaborative working style which will help me serve the Hunter Mill district with compassion and integrity.
What are the three biggest concerns you have for Reston? What do you plan to do address them?
Problem 1: Climate Change
Solution 1: We need a multi-faceted and bold approach to addressing climate change in Fairfax County. I would like to see us increasing the minimum LEED standard to Gold for any new construction and renovation — with an incentive for Platinum. Placing solar panels on schools and government buildings is a start to reducing our dependence on carbon-based fuels, but we also need to encourage our businesses to do the same and reduce our overall energy use. We must also reduce traffic congestion by lowering the cost of and increasing the use of public transportation systems. Additionally, we can initiate several consumer-oriented changes like a single use plastics ban, an increased emphasis on waste reduction, and the introduction of front yard gardens and zero-scapes.
Problem 2: Affordable Housing
Solution 2: I have a S.M.A.R.T.E. (Safe, Mixed Income, Accessible, Reasonably Priced, Transit-oriented, and Environmentally Sustainable) housing plan. This plan is comprehensive and would incentivize new construction and renovations to include percentages of housing accessible to various income levels. In addition, we need to be creative and use the concepts of tiny or small houses, add-on mother-in-law style apartments, utilizing existing offices and other buildings for new housing and community space, and creating community based housing.
Problem 3: Education
Solution 3: Our teacher and staff pay needs to improve and we need to bring equity across the school system. For both safety and to improve the learning environment, we need to address the overcrowding and excessive use of trailers. We need to ensure we are providing the best education for all of our students and that includes offering apprenticeships for those not choosing to attend a four-year college, or skills based learning for students of differing abilities. I also value our language immersion programs as they foster a broader world view and allow our students to develop new ways of problem solving. In order to address inequities in our education system perhaps the greatest impact will be through offering universal free pre-K programs. Finally, I will work hard to ensure our curriculum and school environment is inclusive and welcoming.
How can the county improve how it manages growth and development in this growing community, especially as it relates to infrastructure needs, transportation, and affordable housing?
We need to ensure as growth and development occur, they are accompanied by appropriate infrastructure support and completion. This includes ensuring we look at new school facilities as well as number and locations of first responder services and other community services. In addition, we need to re-examine some long-term infrastructure plans to determine if, as changes in lifestyle create new modalities of travel, we are planning well for our future needs. One of my biggest concerns in developing housing that falls within the 30% of income level is that it needs to be integrated throughout the community and especially near transit. We cannot make the mistakes other communities have done and have transit oriented equate to high cost “luxury” housing. Making our community transit-friendly means we need to be sure areas are walkable and have appropriate lighting for safety and ease of use. We must also look to emerging technologies to encourage more environmentally sound and commute-friendly transportation options.
What do you hope to accomplish in this position?
It is essential we address climate change in a bold and impactful way. If we don’t do this, all other decisions will not matter. My hope is to accomplish this while listening and responding to the needs and desires of our residents. I will ensure the voices of all residents are heard, including those who work two jobs, have a person with a disability at home, or simply cannot afford to make it to a meeting. I will help maintain a vibrant economy through support for our locally owned small business community, ensure needs of families are met through an excellent education system and affordable housing, and make our county the leader in addressing climate change. For over 30 years I have led a life of service: in the military and in communities in which I have lived. I would be honored to continue serving you as your next Supervisor.

What inspired you to run for this seat?
As a 23-year resident who has raised 2 children through our public schools, I know that Reston is a unique, inclusive community which has so much to offer. But Reston is at risk from poorly managed development that has threatened to take our open spaces and harm our quality of life. For years, I have been active with community groups who want to protect our planned community. That concern merged with my passion for the environment, and I decided that nothing I could do would have a greater impact than helping manage development in Fairfax County. As supervisor, I will foster smart growth and transit-oriented development while protecting our green spaces. And I will take action to reduce our carbon footprint and fight climate change.
My work as a child advocate attorney also inspired my candidacy. In that role, I have helped ensure that our most vulnerable children get the quality education they need in our public schools, along with mental health care. Both of these vital services provided through our county must be supported and improved.
What are the three biggest concerns you have for Reston? What do you plan to do address them?
My top concern is uncontrolled development. We see this problem in the continuing battle to protect our open spaces (including two 18-hole golf courses) and the fight to avoid raising the density cap in our planned community. As supervisor, I would not approve more residential development without asking whether we have the schools, roads, parks, and public safety to serve them. We need transit-oriented development and expansion of affordable housing opportunities. I will not give up one more inch of the district to unplanned growth.
Fairfax County should take the lead in addressing environmental issues through a public/private partnership, engaging the best minds of our region to find innovative solutions. We must move forward with a community-wide energy and climate action plan. Replacing our streetlights with efficient LED lighting is a good start that must be followed by bold action, including a focus on improving our transit system. Transit options must be expanded and buses upgraded to appeal to riders, reducing our reliance on cars.
Education is my third concern. We must fund universal pre-K. Teachers and other staff need pay raises, while class sizes are reduced. We must establish equity throughout the county by improving our lower-performing schools. When our county has more than 800 trailer classrooms, saying that our school system is “fully funded” rings hollow. We must accelerate our capital investment to eliminate trailer classrooms rapidly. I will work with the school board to ensure that we provide a world-class education to our children and future leaders.
How can the county improve how it manages growth and development in this growing community, especially as it relates to infrastructure needs, transportation, and affordable housing?
Fairfax County residents thrive when growth is managed. The Reston area continues to benefit from the vison of Robert Simon, who believed that high-density housing combined with open space for recreational activities could create a lively and varied community. This philosophy merges easily with today’s transit-oriented development, which emphasizes compact walkable design focused on transit centers and allows decreasing dependence on cars. With expansion of the Silver Line, transit-oriented development should move forward in Fairfax County, while open spaces like golf courses and parks are protected. Bus service should be upgraded to be more convenient and appealing, allowing easy mobility from transit centers to retail and residential sites. Because elected officials should be able to make decisions about development without any possible conflict of interest, I have chosen not to accept any campaign funds from developers.
Affordable housing is a growing need in our area. The county should devote an additional penny on the real estate tax rate to create housing where our teachers, service workers, and young families can afford to live. As Supervisor, I will focus on protecting and increasing affordable housing in all parts of the county — not only in dense areas but also allowing duplex or triplex homes in lower density areas of the county. Affordable housing could be put into underused office buildings, if amenities like shopping and schools are nearby, or co-located in county projects that serve other purposes, like the Residences at the Government Center. Creative solutions must be explored.
What do you hope to accomplish in this position?
Fairfax County should continue to be one of the best places to live in this country, with diverse neighborhoods, quality schools, and housing options for all. We should become leaders environmentally, bringing together the best minds of our high-tech region to solve energy issues and driving to zero carbon emissions by 2050. Our community-wide climate and energy action plan can become a model for others to emulate. Our transit system should evolve to decrease the amount of time and energy we spend getting from here to there. And all residents should share in a high quality of life that is sustaining and sustainable, with the equity and justice we all deserve. I believe I can lead Hunter Mill District towards this goal.
I am the only candidate in this race who has the breadth of experience in our district, who does not take a dime from corporations or developers — no matter where they have projects, who has advocacy skills to speak up for our residents, and who is beholden to no one but the citizens of Hunter Mill District. This is the leadership we need, now and for the future of Hunter Mill. I hope you agree.

What inspired you to run for this seat?
The Reston land use battles inspired me to run. As Reston grows around our new transit stations we must make sure infrastructure keeps pace, our green spaces are protected, and that we build on our tradition as the first open community in Virginia. New development must be managed to protect our residential neighborhoods, facilitate mobility, and provide housing and economic opportunities for all. Growth should not clog our roads nor price-out residents.
I am also running to improve the process for citizen engagement to ensure that communities are fully empowered in the planning and development review processes.
What are the three biggest concerns you have for Reston? What do you plan to do to address them?
My three biggest concerns for Reston are 1) plans for village center redevelopment, 2) balancing Reston’s population growth and infrastructure, and 3) preserving and increasing affordable housing. All three of these are guided in the adopted comprehensive plan.
And we need to update the comprehensive plan in 2020:

Reston Village Center Redevelopment. Instead of the high-rises currently allowed in the adopted comprehensive plan, village centers such as South Lakes, Hunters Woods and North Point should undergo a rigorous community engagement process that reflects the needs and desires of the community before any density is assumed or development plans approved.

Reston’s population growth. Should Reston’s population in 30 years be 90,000 — or in 40 years be 120,000, as suggested previously by the Coalition for a Planned Reston? This number should come from a community-wide discussion and a plan for balancing development and infrastructure. The result should be reflected in the comprehensive plan.

Inclusivity and affordable housing. New county plan language on retaining existing affordable housing is sorely needed. The best approach may not always be redevelopment at three-to-four times current densities. Our kids growing up here should be able to afford to live here in the future.
How can the county improve how it manages growth and development in this growing community, especially as it relates to infrastructure needs, transportation, and affordable housing?
First, modify the comprehensive plan for Reston as suggested above.
Second, empower communities to chart their own future. For example, concerning efforts to redevelop Reston’s golf courses into other uses, the adopted comprehensive plan specifies their use as golf courses. As Hunter Mill Supervisor I would strengthen the role of affected residents by not initiating any possible change to the comprehensive plan until communities surrounding the courses so requested (i.e., residents in affected clusters — not developer-owned properties). Even then there must be support from the broader community (e.g., golfers, users of the trails through the course). Absent such support the golf courses should remain golf courses.
Third, we should accelerate critical infrastructure improvements to failing intersections, make or improve inadequate bicycle and pedestrian connections to transit and to workplaces.
These changes should be done through the One Fairfax lens which recognizes diversity as a core strength of Fairfax County. We should be inspired by and seek to carry forward the vision of Reston founder Robert E. Simon Jr. who created the first open community in Virginia — a place where people of all races could live together. Today we face new challenges to ensure inclusion and equity on many levels, including race, religion, gender, sexual orientation, income, ability, or where someone lives or has lived.
What do you hope to accomplish in this position?

Clean up the Reston Phase 2 Comprehensive Plan (see above).

Implement the affordable housing land use reforms developed by a work group I chaired in 2017 to get thousands of new affordable units across Fairfax County. This includes policies to allow old office parks and commercial centers to convert to mixed income communities but only with significantly higher affordable housing commitments — closer to 30 percent than the current 10 percent.

Develop a Fairfax County Energy and Climate Action Plan for both county operations — 3 percent of the local problem — and its residents and businesses which generate 97 percent of Fairfax County greenhouse gas (GHG) emissions. The plan should incorporate the following:

Affordable Living/Housing Strategy. Focus benefits of this plan (e.g., lower energy bills) on communities that would benefit the most as an extension of the county’s affordable housing initiatives.

Sustainable Mobility. Prioritize low-carbon transportation options and related strategies around transit, walking, biking, telecommuting, electric vehicles, and emerging mobility options that reduce GHG emissions.

Incorporate Renewable Energy Strategies into Facility Renovations and New Construction Projects. Plan and budget for the implementation of solar, wind and other renewable energy generation into the County’s Capital Improvement Program.

End monopolistic ownership of the core of Reston Town Center by including updated language in the Reston Comprehensive Plan. When a single landowner controls the accessible parking garages, storefronts and streets with no public ownership nor public spaces the broader community suffers from unnecessary parking fees and other arbitrary decisions.

What inspired you to run for this seat?
I decided to run for the Hunter Mill Supervisor’s position because I feel that the wishes of the community have too often been ignored, and that the developers have been allowed to gain too much power. I believe it is imperative that our local supervisor reflect the wishes of the people of Hunter Mill, and stand up to those who go against the people’s wishes. The developers have been the largest aggressors against what the people of Hunter Mill have wanted in my opinion.
In Reston we have seen a massive proliferation of high rises that much of the community has been against. This is on top of the fact that many more have already been approved, and have not broken ground. There will be little the new supervisor can do to stop those that have already been approved meaning the situation is already worse than it may currently appear. I want to make sure that going forwarded that any new development passes two litmus tests.
Does it have the approval of the community, and will it be truly beneficial? If not the developers should not have their way, and I would stand up to them to protect our great community. The issue of the paid parking in the Reston Town Center is another example of the developers excessive power with Boston Properties having created a significant problem at the center of community. I am running because I want this to end and the will of the people be implemented.
What are the three biggest concerns you have for Reston? What do you plan to do address them?
My three biggest concerns for Reston are the issue of development that does not reflect the communities wishes, the situation of paid parking at the Reston Town Center, and making sure that all of our schools receive the proper resources to succeed. In Reston Town Center, the fact that Boston Properties was able to obtain complete ownership has caused significant problems for our community. The introduction of the paid parking program has been devastating.
Since its introduction, the amount of people who go to Town Center has declined drastically with many still refusing to outright go anymore. As a result of this many businesses have been forced to leave with those who remain having significant cuts to their profits. I want to bargain with Boston Properties to get contractual obligation with the county that ends the Paid Parking situation. Boston Properties wants numerous things from the county ranging from zoning changes, regulations, taxes and more. This leaves a wide range of room to get a deal that will see this awful policy end.
When it comes to education I want to see that our schools are fully funded, our class sizes are reduced, and that our teachers are paid better. Fairfax County already has a very good education system, but it can be much better. If we make sure our schools are not overcrowded and receive the necessary resources we will see major improvement in our education system going forward.

Advocates on behalf of cleaning up our environment got further strong evidence of the need for “bold, swift action on behalf of our environment,” a phrase used by many who have recently written letters to me. A 1,500-page report based on thousands of scientific studies by hundreds of international experts has concluded that “humans are transforming earth’s natural landscapes so dramatically that as many as one million plants and animal species are now at risk of extinction posing a dire threat to ecosystems that people all over the world depend on for their survival.”
The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services that produced the report for the United Nations found that “piecemeal efforts to protect individual species or to set up wildlife refuges will no longer be sufficient.” Instead, they call for ‘transformative changes’ that include curbing wasteful consumption, slimming down agricultures and cracking down on illegal logging and fishing.” The writers of the assessment are hoping that policy makers will see the importance of nature to the health of people and local economies and will able “to strike a more careful balance between economic development and conservation.”
As Virginia advocates point out in their plea, “it will now be up to the 2020 Virginia General Assembly to stand up for our health and the environment, for clean energy, and to protect Virginians from the ravages of climate change of which we are already feeling the effects.” The most recent session of the General Assembly demonstrated that the legislators in charge can make all the difference. In a strictly partisan vote, the Republican majority had language inserted in the budget that restricts the Commonwealth’s ability to participate in the Regional Greenhouse Gas Initiative (RGGI) that will be a critical avenue for reducing carbon emissions in the state and addressing the negative effects of climate change on the health and safety of the people.
While the language by the Republicans was not subject to a line item veto by the Governor because of past court decisions, the Governor nonetheless has pledged to move forward with new regulations much the same as would be part of RGGI to make significant reductions in carbon pollution from fossil fuel fired power plants. The Governor has made it clear that the budget he prepares next year will delete the Republican language. With the probable change of control of the House of Delegates and State Senate this year the language will not be carried forward in future budgets.
It is unfortunate that the actions of the Governor on this and other items in the budget have been sharply criticized because of a misunderstanding on the part of many that the Governor’s line item veto power is not unlimited — supported by court decisions but still controversial. The good news is that the Governor has indicated in many other actions that he recognizes the need for bold and swift action to protect our environment. I look forward to working with him in greatly enhancing Virginia’s protection of the environment.

Over the past several weeks I have spent more than a dozen hours digging out at least a bushel of Star-of-Bethlehem plants and bulbs even though this time of year they look pretty with their white, six-petal blossoms. Soon the plants would have gone back into a bulb, so I dig them when they are blooming, and I can locate them.
Star-of-Bethlehem (Ornithogalum umbellatum) is a winter bulb belonging to the Lily family and blooms in late spring or early summer. It is native to the Mediterranean region and is similar to wild garlic. Star-of-Bethlehem flowers, though attractive for a few weeks when in bloom, have escaped cultivation in many areas like my flower bed. When this happens, they quickly become a danger to native and other ornamental plants. The problem is it takes over and will choke out other bulbs and plants. The only solution is to dig them out. A single plant can have dozens of bulbs that continue to multiply until removed.
While certainly not a direct analogy I could not help but think while I was digging away in my garden that in public policy there are areas where false or misleading ideas get started and are difficult if not impossible to dig out to expose the truth. Certainly, the Founding Fathers who were fresh from a revolutionary war to free themselves from the British Empire recognized the need to protect themselves in the future. As they wrote in the Constitution: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” Some scholars point to the prefatory language “a well regulated Militia” to argue that the Framers intended only to restrict Congress from legislating away a state’s right to self-defense. They contend that citizens do not have an unlimited individual right to possess guns and that local, state, and federal legislative bodies therefore possess the authority to regulate firearms. The idea of an unlimited right to possess guns has taken hold and is cultivated by arms manufacturers and others to defeat the most reasonable, common-sense legislation.
So far in the first 120 days of this year according to the press there have been more than 100 mass shootings, more than 4,500 gun deaths not counting suicides with many being by assault weapons, and more than 8,400 gun injuries. These numbers have increased exponentially over the last couple of decades and show no indication of decline.
Reasonable gun safety legislation would not confiscate all guns despite what the fear mongers who lead the opposition to any gun safety legislation would have us believe. I support gun safety legislation — not eliminating gun ownership. We need to continue digging out the truth and do the hard work to have future generations act on facts and not fear. It is the only way to stop an invasion of misinformation that threatens the safety of individuals and families.

The message of Dr. Nadine Burke Harris to the 900 Virginia health, education, and human services professionals and advocates at the Voices for Virginia’s Children Summit on Childhood Trauma and Resilience last week was clear: Virginia, as well as other states, needs to move forward promptly on an evidence-based early human services program to screen for adverse childhood experiences and coordinate resources to respond to the needs. It was not a hard sell to the audience. They had already given her a lengthy standing ovation before she started her speech. Most knew of her pioneering work from her book, The Deepest Well: Healing the Long-Term Effects of Childhood Adversity, or her Ted Talk, “How Childhood Trauma Affects Health Across a Lifetime,” that has reached over 2.8 million viewers on www.ted.com/talks. She is known for linking adverse childhood experiences and toxic stress with harmful effects to health later on in life. She founded the Center for Youth Wellness and is California’s first Surgeon General.
According to Dr. Harris, exposure to adverse childhood experiences (ACE) including abuse, neglect, domestic violence and parental mental illness and substance abuse affect 34.8 million children across socio-economic lines and affect not only brain development but can change children’s hormonal systems, immune systems and even their DNA. The results are behavioral problems, learning difficulties and physical health issues. In adults, exposure to ACEs dramatically increases the likelihood of 7 out of 10 leading adult causes of death including heart disease and cancer.
For Dr. Harris early detection is key. Screening for ACEs in children is possible and with appropriate support services the existing and future harm to children’s brains and bodies caused by toxic stress can be alleviated. As Dr. Harris told the group in Richmond, “routine screening for ACEs at pediatric well-child visits should be as common as checking for hearing loss or exposure to lead paint. With early detection children can be treated and saved from a lifetime of health issues.”
Virginia currently has 19 communities throughout the state that have programs referred to as “trauma-informed community networks” that are at various stages of development of programs and services utilizing the findings of research on trauma and its impact on public health. There is little doubt that Dr. Harris’s visit will increase interest among practitioners and policy makers as to a more widespread use of the results of studies on ACEs. An effective program of ACE detection and intervention could lead to reduced health care costs, better performance of students in school, and a better quality of life for those involved. In the long-term, costs would be low or minimal as better diagnoses of conditions should lead to more effective treatments and a reduction in costs.
I look forward to working with Voices for Virginia’s Children–celebrating its 25th anniversary at the Summit–and its advocates to determine the most effective ways to make all programs trauma informed that will serve the entire Commonwealth. Such an approach will reduce the lingering harm that can come from undetected adverse childhood experiences.
