A Herndon man was arrested and charged with taking indecent liberties with a child after exposing himself to children during two separate incidents, according to the Fairfax County Police Department.
Police believe Allen Williams, 28, exposed himself to a 10-year-old boy who was playing in the driveway of a home on the 12600 block of Builders Road on September 8.
A family member recognized the suspect based on a description distributed by police in reference to a different exposure incident on September 5.
Williams was charged on Friday with taking indecent liberties with a child. Further charges are pending as police continue their investigation.

Police are determining whether or not to charge a woman who they believe scratched and attempted to bite two police officers on Tuesday (Sept. 11).
Local law enforcement responded to a report about a domestic assault at the 1900 block of Barton Hill Road around 7:33 p.m and found a woman experiencing an “apparent mental health crisis,” according to the Fairfax County Police Department. The Commonwealth Attorney’s Office is reviewing the incident to determine if the woman should be charged.
In a separate incident, the Herndon Police Department is looking for a suspect who may have robbed a business in the 1000 block of Herndon Parkway on Sept. 14 at around 5:15 p.m. The suspect, who was described as a slim African American man, displayed a handgun and ran away from the scene, according to police.
The police department is also looking for information about an assault near Herndon Library on Sept. 14. According to the Herndon Police Department, an individual was assaulted between 8-8:30 p.m. on the path between Center Street and Park Avenue. Deputies from the Loudoun County Sheriff’s Office made arrests this week linked to public intoxication and alcohol consumption.
On Sept. 14 at around 2 p.m., sheriff’s deputies charged Erik Vanzandt, 19, of Herndon with driving under the influence. The arrest was made after sheriff’s deputies arrived at the 44000 block of Waxpool Road in Ashburn for a report about a crash involving a parked car. Vanzandt was released from the Loudoun County Adult Detention Center on an unsecured bond.
In a separate incident, Jason Wesley, 26, of Herndon was arrested and charged with public intoxication and possession of marijuana on Sept. 12 at around 8:47 a.m. The arrest was made after a sheriff’s deputy saw the man walking in an unbalanced manner in a parking lot near the 46000 block of Community Plaza in Sterling. Wesley was released from the Loudoun County Adult Detention Center on an unsecured bond.

The Reston District Station of the Fairfax County Police Department is hosting a scam and fraud awareness event on September 26 from 4-7 p.m.
The event, which will be held at Reston Associations headquarters (12001 Sunrise Valley Drive), is free and open to the public. A panel will offer insights on how scams that frequently target the older adult community. Subject matter experts will also discuss warning signs of fraud.

Local police continue to investigate several recent incidents in the last several days, including the apparent double murder and suicide that happened in Herndon last week.
As we reported, police believe Noera Ayaz, a 42-year-old attorney, killed her sons and then turned the gun on herself. Funeral services for the three family members were held late last week.
The Fairfax County Police Department is also continuing to investigate an attempted malicious wounding that happened on September 5 on the 2400 block of Centreville Road. A man driving a car shot another man who was riding a bicycle with a gun. Police said the two men knew each and other had been fighting earlier before the incident occurred. No injuries were reported.
In a separate incident, local police are also seeking leads to help identify a man after a public exposure incident happened on the 1600 block of Hiddenbrook Road. The man exposed himself to two teenage girls, according to police.

The county’s deer management archery program also began late last week. Overseen by the local police department, in collaboration with the Fairfax County Park Authority and NOVA Parks, the archery program will take place in parks and other locations in the county. The program ends on February 23, 2019.
A man fired a gunshot at a bicyclist in Herndon on Wednesday (September 5) at around 10:40 p.m., according to the Fairfax County Police Department.
Local police are investigating the incident, which occurred on the 2400 block of Centreville Road in Herndon.
Police said the victim, who was not hit, knew the man who fired the gun. The victim left the area on his bicycle after a “physical altercation” with the man, according to police.
The suspect then drove a car next to him on Centreville road and fired at the bicyclist from inside the car. The suspect then drove away. No arrests have been made.

Local police are seeking the public’s help to identify a man who exposed himself to two teenage girls yesterday (September 5) in the 16000 block of Hiddenbrook Road.
The two girls were approached by a white man, approximately six feet tall, with an athletic build, brown hair and a scruffy beard, according to police. The man made comments to the teens as they walked from a local pool and exposed himself to them. The girls reported the incident to an adult.
In a separate incident on Monday (September 3), a white man, also six feet tall, with an athletic build and brown hair, followed to two teenage girls on their bikes on a trail from Herndon Parkway near Winterwood Place. Police said the man made comments to the teens but did not expose himself. Police searched the area after the teens told their parents, but no one was found.

The deaths of a mother and her two children, who were found in a Herndon home Wednesday evening, are being investigated as a double murder and suicide, according to the Fairfax County Police Department.
Noera Ayaz, 42, and her sons were found in the home on the 1000 block of Safa Street around 6:20 p.m. yesterday, according to reports received by Reston Now. The Washington Post also reported the identity of the woman, although the police department has not released the identities or relationships between any of the deceased.
Police believe Ayaz killed her two children and then killed herself. The findings are preliminary and an investigation is ongoing.
The incident was being investigated as a “domestic-related incident” and no threat to public safety was noted. The homeowner, the father of the two children, discovered the bodies when he arrived home Wednesday evening around 6:20 p.m. Police searched the home and found Ayaz upstairs with what police said appeared to a self-inflicted gunshot wound.
The family, who is Muslim, was active in the local Muslim community and the incident has shaken many local community members.
Ayaz was an accomplished attorney who fought for the rights of immigrants and women. During her early legal career, she worked at the law firm of Baker Botts, LLP, where she worked on intellectual property cases and represented Mulsim women with immigration issues.
She traveled across the world and earned a bachelor’s degree in mechanical engineering from Brown University. She received her law degree from Columbia Law School. In the local community, Ayaz was known for her work as the director of Women in Islam, Inc., an organization that aimed to address issues linked to the Muslim community and build understanding across cultural boundaries.
The Office of the Chief Medical Examiner will conduct an autopsy to determine the exact cause of death, police said. Crime scene detectives searched the home to gather information about the incident after executing a search warrant, police said. Detectives continue their investigation to determine what led to the shooting.

Police officers in Reston will no longer be equipped with body-worn cameras, as the pilot program ends in three Fairfax County police stations.
The program began in mid-February after the Fairfax County Board of Supervisors approved the pilot program in November last year. Three stations – Mason, Mount Vernon and Reston – participated in the program.
Reston was added to the program in March because extra equipment was available. Police department officers also said Reston’s location near several high-rise buildings and the Silver Line provided unique data from patrol units.
A research team at American University will study the program’s effectiveness and interview trained officers and community members to determine the effect the equipment on police activity and perception of police legitimacy in the community.
The team will also analyze data about the number and type of complaints filed against officers during the time the pilot program was in effect.
A report is expected in early 2019. The program cost roughly $684,000 in fiscal year 2018.

Local police are searching for two masked men who authorities believed robbed a 7-Eleven in Reston early Tuesday morning.
An employee at the store reported he was robbed at gunpoint around 1:10 a.m. Two black men wearing masks entered the store at 2303 Soapstone Drive and took tobacco products and cash, according to the Fairfax County Police Department.
The men were described as “average build” and with a height of between 5’10” and 6′.

Local sheriff’s deputies were called to Ashburn on Sunday around 2 a.m. for a report about two unconscious women in the back of a car.
Rescue personnel treated the women, including Skylar Dowdy, 18, of Herndon. Dowdy and another man in the car, El H. Birame-Se, 21, of Leesburg, were arrested and charged with public intoxication, according to the Loudoun County Sheriff’s Office.
A third female involved in the incident, Summer Mirzian, 18, of Ashburn, was released on a summons for public intoxication and remained at the hospital for further treatment. The incident happened on the 43000 block of Burstall Court in Ashburn.

Last Thursday (August 16), a burglary happened at the 1600 block of Apricot Court at 11 p.m. and the next day at 7 a.m. According to police, an unknown person entered the house through the garage door and took several personal items.
In a separate incident, a Reston resident was arrested and charged with grand theft auto on Saturday (August 18).
Omar Romero-Caceres, 37, was found by a deputy on patrol who spotted him with a vehicle taken from Fairfax County, according to the Loudoun County Sheriff’s Office.

Local police are investigating an incident during which a man was hit by a possible BB pellet while walking his dog earlier this morning in the area of Soapstone Drive and South Lakes Drive.
The man suffered a minor injury, according to the Fairfax County Police Department. He was hit in the chest by the object.
The incident remains under investigation. No further information was immediately available.
