(Updated at 3:08 p.m.) Fairfax County Police are looking for the person who drove into a woman and killed her on North Shore Drive last night.
Someone behind the wheel of a car hit and killed 76-year-old Hung Soon Seo at the intersection of North Shore Drive and Village Road some time before 5:15 p.m. yesterday, police said.
Seo was crossing North Shore Drive at a four way intersection when she was hit by a vehicle that did not stop, according to authorities.
Though police initially believed the car was a newer model black Nissan Altima, “new information has determined that the initially thought to be the suspect vehicle may instead be a witness to the hit and run,” according to an update from FCPD.
Emergency personnel rushed Seo to Inova Fairfax Hospital, where she was pronounced dead about 11:30 p.m. yesterday.
Authorities have urged anyone with information to contact them.
A 19-year old Reston resident has been charged with grand larceny after she found lost keys and, along with her 12-year-old cousin, took a car from Fair Oaks Mall before being apprehended.
Fairfax County Police said a shopper at Fair Oaks Mall, age 20, accidentally left the keys to her 2015 Volkswagen Beetle in a store at the mall Tuesday afternoon.
Police said Paris Blackshear, 19, of Reston, found the keys. She and her 12-year-old cousin located the car in the parking lot using the car’s electronic key fob.
The suspects drove the VW to Washington, D.C. and picked up Blackshear’s boyfriend and then drove to an area off of Sunrise Valley Drive in Reston.
Eventually, the VW’s owner realized that her vehicle was missing and reported it to police. An Auto Theft detective from FCPD’s Major Crimes Division utilized the VW’s built-in GPS system to track the vehicle and directed patrol officers to it. The occupants were safely taken into custody.
Blackshear was charged with grand larceny, contributing to the delinquency of a minor, and having no operator’s license. The 12-year-old was released to her parents.
Fairfax County Police received a report earlier this week from a woman who said a man exposed himself in the 11900 block of Freedom Drive at Reston Town Center.
The woman said she was near the Fedex store and the Signature construction site Tuesday about 5:45 p.m. She was getting into her parked car when the man allegedly exposed himself, police said.
The suspect was described as black; 30-35 years old; between 5 feet 9 and 5 feet 11 inches tall.
He was driving a white work van, the woman said. There were no injuries.

Hunter Mill Supervisor Cathy Hudgins will host a community meeting on Sept. 8 to discuss the findings of the Fairfax County Police’s Ad Hoc Commission’s Police Practices Review.
In addition to the update, the forum will serve as an opportunity for the public to give their feedback on the Commission’s recommendations, including proposals related to independent oversight of the Fairfax County Police Department
The meeting will be held on Thursday, Sept. 8, 7 to 9 p.m. at Unitarian Universalist Church, 1625 Wiehle Avenue, Reston.
The Ad Hoc Police Practices Review Commission was established to engage the community in an open and transparent process to recommend changes that would help Fairfax County to achieve its goal of maintaining a safe community, ensuring a culture of public trust, and making sure county policies provide for the fair and timely resolution of police-involved incidents.
The commission was created by the Fairfax County Board of Supervisors in the months following the 2013 police shooting of John Geer in the Springfield District.
“The Board of Supervisors and the Police Department recognize the importance of maintaining that public trust and the importance of always reviewing policies and practices and seeking to improve,” Supervisor Chair Sharon Bulova said in March 2015 in announcing the review committee. “To that end, the Board of Supervisors is taking a hard look at the way Fairfax County handles significant police-involved incidents. “
The report looks at (and makes suggestions for) use-of-force; recruitment and diversity; and communications, among other areas.

Fairfax County Police have identified the deceased and released more details in the case of a man who was shot and killed by a Sheriff’s Deputy at a bus stop near Inova Fairfax Hospital last week.
The man killed was Jovany Martinez, 29, of no fixed address, police said. Martinez had been released from the hospital earlier on Aug. 15, and a few minutes later was at the bus stop when he swung at and struck a security guard with a metal signpost.
After a Fairfax County Sheriff’s Deputy (the are assigned regular prisoner duty at the hospital) and Fairfax County Police Officers arrived at the scene, Martinez continued to lunge at officers. He was shot by the deputy and taken back to the hospital, where he died several hours later.
Here is what FCPD says led to the incident:
On Aug. 15, at 1:55 p.m., a uniformed patrol officer in a marked police cruiser was parked in front of a gas station in the 7100 block of Little River Turnpike in Annandale. A man later identified as Martinez, approached the officer and engaged him in conversation.
During that conversation the officer “became concerned for Mr. Martinez as it appeared he was either experiencing a medical emergency due to the extreme heat conditions and/or suffering from some form of mental health issue,” an FCPD spokesman said.
The officer then requested that medics from the Fairfax County Fire and Rescue Department respond to assess Martinez. Upon arrival of medics at 2:04 p.m., they transported him to Inova Fairfax Hospital for further evaluation. The officer also responded to the hospital to ensure hospital staff could provide a mental evaluation in case the officer needed to transport Martinez to the Merrifield Center for help.
Once the medical staff advised the officer that Martinez was not in mental distress, the officer concluded the medical transport investigation around 4 p.m., and Martinez was left in the care of medical staff. Martinez was eventually discharged from the hospital about 10 p.m., and security staff assisted him in locating the bus stop for transportation.
A short time later, the security staff received reports of a suspicious man at the bus stop and that is when security staff observed Martinez apparently in mental crisis with the signpost he eventually used to strike one of the security guards.
Police said officers issued commands to Martinez to drop the signpost, which was being used as a weapon, and he failed to follow the commands and continued to charge at the deputy with the signpost. The deputy discharged his firearm several times, striking Martinez.
The deputy who shot Martinez was an 18-year veteran of the department who had crisis negotiation training, Sheriff Stacey Kincaid said at a news conference last week.
The criminal investigation by detectives from the Fairfax County Police Department’s Major Crimes Division remains very active, police said.

Fairfax County Police cars are getting a new look for the first time in more than 20 years — and just the seventh time in the department’s 76-year history.
Actually, FCPD has been working on the facelift since 2011, when it began a search to replace the discontinued Ford Crown Victoria.
The current police cruiser markings were introduced in 1993.
Since the redesign project was approved, members of the department’s Resource Management Bureau (RMB) developed and considered several design options and patterns, narrowed it down to six possibilities then conducted a number of presentations throughout the county to share information about the project and solicit feedback.
The two most well-liked designs were put up for final discussion within the Advance Design Review Group, a committee comprised of various patrol officers, RMB staff, department leadership, police retirees and CAC members.
A store at Fox Mill Shopping Center was the site of a burglary last week, Fairfax County Police said.
Police said someone entered the business in the 2500 block of John Milton Drive on Aug. 16 about 10:30 a.m.
The owner reported the suspect took cash. No suspect description was given, police said.

The man who was shot and killed by a Fairfax County Sheriff’s Deputy on Monday night near Inova Fairfax Hospital appeared to be in a mental health crisis as he pulled a metal signpost out of the ground, striking a security officer and lunging at other authorities, Fairfax County Police Chief Edwin Roesller said.
The Sheriff’s Deputy who shot the man had tried to negotiate with him to put the sign post down, Roessler said at a Tuesday media briefing. When he was unable to diffuse the situation, he shot the man.
The man was immediately given first aid by officers at the scene. Fairfax County Fire Rescue personnel arrived and transported the man back to the hospital, where he died from his injuries about 4 a.m.
“This is a tragic loss of life and includes an event where someone else was injured,” Roessler said. “This is an active situation.”
Police have not identified the man, pending notification of next of kin. Roessler said he was a 29-year-old Hispanic man.

A man is dead after he was shot by a Fairfax County Sheriff’s Deputy outside of Inova Fairfax Hospital in late Monday, Fairfax County Police said.
About 10 p.m. Monday, hospital security called FCPD to report that a suspicious man “with some sort of edged weapon” was seen at a bus stop in the Falls Church area of the county outside the hospital’s green garage.
An on-duty deputy with the Fairfax County Sheriff’s Office responded to the bus stop and located the suspicious man. FCPD said preliminary information suggests that the man threatened the deputy with an unidentified object, prompting the deputy to discharge his service weapon, striking the man.
Three Fairfax County police officers then arrived and immediately began to render aid to the injured person until rescue arrived. The man was transported to the hospital, where his injuries were originally said to be not life threatening.
The man, whose name has not yet been released, later died at the hospital, police said. FCPD will have an update on the incident at 11 a.m.
The deputy, whose name has also not been released, has been placed on administrative leave.
Police said there is no further threat to public safety and there are no other suspects.

A man was reported inappropriately touching himself on Tuesday near the North Shore Pool, Fairfax County Police said.
The man was spotted about 4:30 p.m. by a lifeguard who was atop the Reston Association pool’s guard tower.
The suspect was described to police as white, wearing a blue shirt that covered his head and tan cargo shorts.
The suspect left the area prior to police arrival, police said.
Fairfax County Police say four burglaries have taken place in the Reston District since Sunday night.
It is not known if the incidents were related, but two were on the same block in Great Falls Village.
A burglary was reported by a resident of the 13000 block of Park Crescent Circle in Reston at 6 a.m. Monday. The resident said that someone entered the residence and took property.
Another incident was in the 9900 block of Georgetown Pike in Great Falls. A business owner reported to police at 7 a.m. Monday that someone entered the business and took property.
There was a second business break-in on the same block of Georgetown Pike reported to police Tuesday morning, police said. A business owner reported someone entered the business and took property.
Another incident took place in the 1500 block of Kings Valley Court in Herndon. A resident reported to police on Sunday that someone entered the home and took property.
Additionally, a 2015 Mazda 3 was stolen from the 11100 block of South Lakes Drive, earlier this week.
Fairfax County Police arrested a 21-year-old man Sunday after he led officers on a foot chase after allegedly stealing from cars at the Stratford House condos.
A resident reported two men looking into vehicles in the parking lot in the 11700 block of Stratford House Place about 12:30 a.m.
Police responded and attempted to make contact with the suspects, who then fled on foot. One of the suspects was caught and apprehended shortly thereafter. Property was recovered. John Michael Kyle, of Reston was arrested and charged with vehicle trespass and petit larceny.

DWI PATROL
On Aug. 6, officers conducted a DWI patrol saturating areas in the Reston District. Two drivers were charged with DWI and 15 traffic summonses were issued.
A man was killed Saturday morning in a one-car crash on Walker Road in Great Falls.
Officers from the Fairfax County Police’s Reston District Station responded to the 1100 block of Walker Road around 7:30 a.m. They found a 2004 convertible that had been involved in the crash.
Officer determined that a 28-year-old man had been driving the car northbound on Walker Road, when, for an unknown reason, the vehicle left the roadway, hit a dirt berm, overturned several times, and came to rest.
The driver, identified as Henry H. Sterne of Alexandria, was transported to a local hospital with life-threatening injuries and pronounced deceased by medical staff. There were no other occupants in the vehicle.
Preliminary information suggests that speed appears to be a factor in this crash.

This is the second one-car fatal crash in the Great Falls area in the last several weeks. On July 20, a 24-year-old man swerved to avoid an oncoming car on Riverbend Road, hit a tree and was killed when he was ejected from the vehicle.

National Night Out, the annual nationwide event where police and the community come together in the spirit of cooperation and friendship, kicked off in Reston mid-day on Tuesday.
The Hunters Woods Neighborhood Coalition and Reston Community Center Hunters Woods hosted Fairfax County Police officers, Fire and Rescue personnel, as well as neighborhood kids and residents of the Hunters Woods Fellowship House for a few hours of games, food and getting to know one another.
Later on Tuesday, police officers will visit Reston neighborhoods, where residents are encouraged to stay outside and get to know their neighbors.
“National Night Out send a message to criminals that crime is not welcome here,” said Reston District Station Crime Prevention Officer Katy Defoe.
Added Capt. Ron Manzo of the Reston District Station:
“National Night Out has special meaning. It gives us an opportunity to meet up, reach out and be engaged with the community. I have always been about community engagement.”
