Fairfax County Police Two people walking on a sidewalk on Laurel Glade Court said a man flashed them Saturday afternoon, Fairfax County Police said.

The two victims were walking in the 12000 block of Laurel Glade Court around 5:41 p.m. when a man exposed himself then fled.

The suspect was described as white, in his 40s and about 6 feet 2 inches tall, 160 pounds, wearing a grey shirt, black shorts, black shoes, and glasses, police said.

Jersey Mike's logo/Jersey mike'sHunters’ Woods Village Center is getting a new tenant. Jersey’s Mikes subs has signed a lease and filed permits for renovations at 2304 Hunters Woods Plaza.

Jersey Mike’s is a national restaurant franchise with more than 1,500 stores, including locations nearby locations Chantilly, Fairfax and Sterling.

One of the newest stores opened this week in Vienna, where the owners held a fundraiser, as most Jersey Mike’s do as a grand opening party. The Vienna party benefitted the Semper Fi Fund, which helps injured members of the armed forces.

No opening date has been announced.

Tuesday will feature two big World Police & Fire Games events at Reston’s Lake Fairfax Park: Rugby, 9 a.m. to 7 p.m. and Cross Country running, 7 a.m. to 11 a.m.

Meanwhile, Ice Hockey continues all day at Reston SkateQuest.

There are many other events today around Fairfax County. Most of them are free and open to the pubic. Check the Fairfax 2015 Master Schedule.

The Athletes Village at Reston Town Center is in full swing. As of mid-day Monday, at least one parking garage at RTC was full, so plan accordingly if you have plans there.

Tetra buildingReston Association’s purchase of the Tetra building is still on track for a summer closing — and could be in use as early as next spring, says RA CEO Cate Fulkerson.

RA members voted in a spring referendum to allow the association to purchase the former Reston Visitors Center, which is currently being used as office space for Tetra Partners commercial real estate.

After a often-contentious community discussion, RA voters approved, by a narrow margin, the association borrowing up to $2.7 million for the purchase. RA plans to repurpose and renovate the 3,128-square-foot building for community, meeting and event space.

Fulkerson said RA is finishing bank paperwork and hopes to announce a closing date soon. RA said in its contract it wanted a closing date of July 31, but would not take possession of the property until 2016.

“We are talking with a full service firm for exterior and interior renovations,” said Fulkerson. “”We are trying to see if there is a possibility of finishing renovations by mid- April. It would be a dream of mine to have [the April 2016] annual meeting in the facility.”

RA plans to borrow $2.7 million with an interest rate of 3.35 percent locked in for 10 years, at which time RA would most likely refinance.

Developer Comstock is contributing $650,000 to the project as part of a deal for adding its new residential building, BLVD, to the association. Comstock will also get naming rights to the building for up to 10 years.

A Tetra working group is also in the process of being formed, said Fulkerson. The group will formulate some potential uses for the building, which is set on the shores of Lake Newport, where RA also plans to add enhancements for a lakeside park.

RA projects more than $100,000 in annual revenue from special event rentals and after-camp care at the building.

The task force will be made up of one resident from each of RA’s districts (Lake Anne/Tall Oaks, Hunters Woods/Dogwood, South Lakes and North Point); three residents of the neighborhoods adjacent to the property; and a member from each of RA’s advisory committees.

Fireworks/file photoIf you are making holiday weekend plans, here is some information on area fireworks celebrations.

Lake Fairfax Park in Reston will have its annual Independence Day celebration on July 4. There will be food vendors, live music and other activities from 4 to 8 p.m. Fireworks will start at sundown (about 9:30 p.m.). The Water Mine Family Swimmin’ Hole will be open all day.

Admission to Lake Fairfax Park (1400 Lake Fairfax Dr.) is free but there is a suggested donation of $5 a car to the Fairfax County Park Foundation helps defray the costs of the fireworks, park staff and site improvements. (Contributions are tax deductible as allowed by law.)

The Town of Herndon will have a July 4 celebration from 7 to 10 p.m. on July 4.

Herndon’s free party at the Herndon Community Center and Bready Park (814 Ferndale Ave.) will feature arts & crafts activities, bingo, and family games. There will be live music from the band E3. There will be food for sale. Fireworks choreographed to music begin at 9:30 p.m.

The Town of Vienna will have its Independence Day fireworks on Friday, July 3. Live music will be provided by Fat Chance at 7 p.m. at Yeonas Park, 1319 Ross Dr SW.  Following the concert, the fireworks will take place at Southside Park at 9:15 p.m.  Seating will be available at Yeonas Park and the Little League Concession Stand will be open. Some seating will be available near the playground at Southside Park.

On July 4, Vienna will hold its Red, White & Blue on the Green.

That is a daytime (noon to 5 p.m.) event sponsored by Vienna’s Parks and Recreation Department. There will be live music performances by Difficult Run and the Vienna Community Band. There will also be an antique car show and kids activities.

The Town of Vienna is also teaming with the Vienna Inn for the first “Vienna Inn Chili Dog Eating Contest.” A $250 grand prize package will be awarded by local judges to whomever can consume the most chili dogs in 15 minutes. Contestants (18 and over) may register at the Vienna Community Center or the Vienna Inn ($20).

After a rain-soaked first full day of competition Saturday, the World Police & Fire Games got a sunnier Sunday for competition all over Fairfax County.

In Reston, police dogs did an obstacle course at Lake Fairfax Park, Honor Guards marched in unison at the Reston Town Center pavilion, and more than 100 open water swimmers went two miles in Lake Audubon.

Fairfax County Police Officer Sean Martin won the 35+ age group in the Open Water Swim (44:01).

Monday’s action near Reston includes:

Ice hockey 9 a.m. to 10 p.m. at Reston SkateQuest

Weightlifting 9 a.m. to 9 p.m. at Herndon Community Center

Flag football 8:30 a.m. to 9 p.m. at Oakton High School

Billiards, 8 a.m. to 8 p.m. at Breakers Sky Lounge in Herndon

Reston founder Bob SimonReston founder Bob Simon told the Reston Association Board last week that they should stop listening to residents who decry traffic, expense and other issues that get in the way of progress here.

“For the past several years, Reston has been run by the NIMBYs (“Not In My Backyard”),” Simon said, recalling issues such as a tennis facility at Lake Newport and the more recent bocce court proposed for a pocket park off of South Lakes Drive.

“This is why I am here — to strengthen your resolve, all the way up to the [Fairfax County] Board of Supervisors,” the 101-year-old founder told the RA Board at its regular meeting. “A lot of attention is paid to the naysayers. It is a bloody fact when an issue comes up, people in favor stay home and NIMBYS come out to holler. A good NIMBY knows first thing you holler is traffic. It takes sophisticated analysis to know whether it will affect traffic. But that is what they use to terrify the board.”

Simon recalled several proposals that he said would have benefitted the community, but which died due to community conflict.

“There were three proposals to cover RA tennis courts,” he said. “In each case, NIMBYS prevailed. There was a proposal for Barton Hill, where they were going to cover the tennis courts and then you climb up the hill to the houses. People brought forth a 13-year-old girl to testify who told us if we covered the tennis courts she would not dare go out of the house.”

Simon said if he had the responsibility of starting bocce here, I would “have had a budget of $127 for the bocce court and would have had two stakes and bunch of balls.”

Bocce was proposed and discussed in 2013 and 2014 and met with neighbor pushback. Neighbors close to Cabots Point, where the courts were planned and approved by the RA Board, said traffic, crowds and a possible increase in crime would happen. They also did not like the way the association and then-South Lakes Director Richard Chew went about notifying residents of the possibility of bocce.

“Bocce is a lot of fun,” said Simon. “Can you imagine the traffic that would be with two old gentlemen throwing balls on the ground?”

Ultimately, after nearly a year of discussion, the board voted to revoke its approval after it determined the cost estimates would be exponentially more than originally forecast.

“I beg of you, when the happens, no matter what there will be NIMBYs there telling don’t do it,” said Simon. “You listened on Bocce. Don’t do that again.”

Simon also spoke out on village centers. He encouraged the directors to look at the future of Reston as plazas surrounded by mixed use, rather than continuing to have strip centers serve as village centers.

The Reston Master Plan amendments recently put planning in place in the event developers want to make over the existing village centers. They will not need a comprehensive plan amendment to make changes.

Simon originally planned Reston’s village centers to resemble Lake Anne Village Center. But by the time the subsequent village center’s were built, Simon was no longer involved in the project and Hunters Woods, South Lakes, North Point and Tall Oaks were built in a more traditional, suburban manner.

The 2015 World Police & Fire Games get underway with opening ceremonies at RFK Stadium in DC Friday night.

But lots of the action is already in Reston. The Hyatt Regency Reston is the credentialing headquarters, and hundreds of the athletes from 68 countries filled long lines in the Hyatt Ballroom to pick up official IDs and other gear on Friday.

Reston Town Center is also the site of the Athletes Village, where many of the 10,000 athletes and thousands of family and friends will gather each afternoon and evening from Saturday until the Games end July 5.

If you are going to (or near) Reston Town Center, please bring your patience and a sense of humor.

Even as of Friday afternoon — before the Games or the Athletes Village were officially open — parking was not easy to find and Reston Parkway was slow going.

The surface parking lot has been turned over to become Champions Square, a gathering place for the athletes and the general public for the duration of the games. There are games, a climbing wall, refreshments for sale, and entertainment. But note the reduction in parking spots.

Overflow parking is available at the Kiss and Ride lot at 12050 Sunset Hills Rd. (Sunset Hills Road and Town Center Parkway).

Also, a portion of Cameron Glen Drive will be temporarily closed for the duration of the Games. The section from Towne Center Parkway to the drive accessing the Glen will be closed. Access to this area will be from the Bowman Town Drive entrance.

This weekend at the Games:

The full slate of competition gets underway Saturday. Admission is free.

Reston Zoo/Credit: Reston ZooThe owner of the Reston Zoo and several other roadside zoos has spoken out on recent allegations that animals at several of his facilities are being mistreated.

Eric Mogensen, CEO of the Gulf Breeze Zoo in Florida (as well as Virginia Safari Park and the Reston Zoo in Virginia) said the Gulf Breeze Zoo, which has been the subject of recent Department of Agriculture allegations, was only cited for minor issues.

“All [issues] were corrected immediately,” Mogensen wrote in a letter to the community on the Gulf Breeze Zoo’s website. “We contest cited issues when we believe they are inaccurate. The zoo has no outstanding violations.”

“The staff at the Gulf Breeze Zoo cares deeply about our animals,” he added “There have been no signs of any animal abuse, and there won’t be.”

The Pensacola New Journal recently reported that Mogensen and his daughter Meghan, the Gulf Breeze Zoo director, were cited by the USDA for improper care of animals, including shooting an animal to euthanize it and giving improper veterinary care and shelter, among others.

In September 2012, Meghan Mogensen, then director of the Reston Zoo, was convicted of animal cruelty and sentenced to 30 days in jail in a Fairfax County court after she euthanized a sick wallaby by drowning him in a bucket. She later transferred to the Gulf Breeze Zoo.

There have also been recent complaints at the other Virginia zoos owned by the family.

“The staff at the Gulf Breeze Zoo cares deeply about our animals,” Mogensen wrote. “Our keepers, as well as staff in other departments, take their jobs seriously and always strive to do their best.”

First Silver Line train at Wiehle-Reston East/Credit: Mike HeffnerMetro will be making repairs to several lines this weekend, which will cause a Silver Line service interruption.

Silver Line trains will operate every 20 minutes throughout the weekend. On Saturday and Sunday, trains will operate between Wiehle-Reston East and East Falls Church only.

Passengers traveling to/from stations east of East Falls Church will need use Orange Line trains to complete their trip, says Metro. Schedules are coordinated so the wait time for transferring passengers at East Falls Church is about five minutes or less.

Service adjustments begin at 10 p.m. Friday.

Metro is investing $5.5 billion to install new rail, ties, platforms, escalators, signals, lighting, communication systems, and more. It represents the largest capital investment and work effort since the system’s original construction in the early 1970s.

Comstock's BLVD ApartmentsThe Reston Association Board of Directors voted unanimously on Thursday to add Comstock’s BLVD residences to the association, potentially paving the way for other new buildings to become RA properties but at a different assessment structure.

Under the new model, the association will receive an initiation fee and/or proffers from developers.

Residents will not initially have to pay RA assessments. BLVD, which will begin leasing 540 units at Reston Station this fall, is built in Reston’s former industrial corridor and is not required to join RA. Also, it will have extensive on-site amenities, so residents should not require all of RA’s membership benefits.

Comstock has agreed to pay $300,000 of an expected $650,000 in proffers to RA as an association initiation fee. Comstock’s payment will go towards the refurbishment of the Tetra Building, which RA is in the process of purchasing for community space. Comstock will get naming rights to the building for 10 years.

BLVD will offer to residents optional RA recreational packages, which will give residents access to RA pools, tennis courts and camp priority, for $350 annually.

When and if the building goes condo, residents will pay 50 percent of the RA full-member assessment (currently $642 annually), according to RA and Comstock’s Memorandum of Understanding (MOU). Those members will still have to pay an additional fee for RA recreation access, RA CEO Cate Fulkerson said.

BLVD will not be under the guidelines of the RA Design Review Board. Its design guidelines were already approved by the county as part of the initial plans in 2010.

The upcoming Bozzuto residential building, which will have 421 units across Reston Station Boulevard from BLVD, will also likely be added to the association in the same manner, Fulkerson said.

Along with bringing new revenue into the association, adding former industrial corridor properties to RA will help create a more unified Reston, she added.

“With the Silver Line spurring new mixed use development in those areas, we believe it is important to bring the corridor properties into our organization to make one Reston,” said Reston Association CEO Cate Fulkerson. “More than anything, so that the people who are coming into our community have a sense of place, that they belong to all of Reston and are not separated or treated differently.”

The board also passed a motion to begin adding future corridor properties using a list of eight options recently adopted by RA.
