A 19-year-old Reston man is charged with stealing from a car over the weekend.

The Fairfax County Police Department says they were dispatched just after 2 a.m. Saturday when a homeowner in the 2000 block of Beacon Place called 911 after hearing someone in his garage. Responding officers say the found the suspect in a neighbor’s car, and he attempted to flee to his own car.

Police say they caught the suspect, Daniel Fleischer, as he was getting into his car. Evidence was found in the car, police say.

Fleischer was arrested and faces charges of burglary, destruction of property, possession of marijuana and being drunk in public.

Also over the weekend, FCPD says a midday armed robbery took place at the GNC Store (2451 Centreville Road, Herndon). According to the report, a man entered the store at 12:11 p.m. Saturday, displayed a knife and demanded money from an employee. The employee handed over cash, and the suspect fled the scene on a bicycle.

The suspect is described as white, around 5 feet 11 inches tall, with a slim build. He was wearing a red hat and khaki pants. The victim was not injured.

Late last week, FCPD reported an incident of a peeping tom in Reston. According to the report, a man returned home to the 12200 block of Laurel Glade Court just after midnight Wednesday and “saw someone standing next to the bedroom window of his apartment.” The suspect fled when he was seen, and officers were unable to locate him.

In Loudoun County, a 20-year-old Reston woman was charged Friday with stealing from the JCPenney store at Dulles Town Center. The Loudoun County Sheriff’s Office says Estefani A. Davis was charged with petit larceny and possession of burglarious tools. She was released from the Loudoun County Adult Detention Center on an unsecured bond.

Fairfax County Police say three separate armed robberies took place in Reston early Tuesday morning, in each instance involving two men approaching the victims with a weapon displayed.

The first incident took place at about 12:23 a.m. in the 1900 block of Democracy Drive, in Reston Town Center. According to a report:

“A man and woman were sitting in a car when they were approached by two men. One suspect displayed a gun and demanded money. The victims handed over their cellphones and other personal belongings and the suspects fled.”

Only about 12 minutes later in the 2200 block of Colts Neck Road, another victim was robbed.

“A man was talking on his cellphone when he was approached by two men. One suspect assaulted him; the other displayed a knife. The suspects took the victim’s wallet and cellphone. The victim did not require medical attention.”

The crime spree continued at about 1:50 a.m. in the area of Glade Drive and Pinecrest Road.

“A man was sitting in his car on Glade Drive when he was approached by two men. One displayed a gun and demanded money. The victim handed over his wallet and cellphone and the suspects ran. The victim did not require medical attention.”

Police say detectives are “looking into the possibility” that all three robberies were committed by the same two suspects.

The only descriptive information provided came from the incident on Democracy Drive. The suspects in that robbery were both described as black men with their faces covered, wearing gloves. One suspect was wearing a red hooded sweatshirt and the other was wearing a gray sweatshirt.

The Loudoun County Sheriff’s Office has released surveillance video of a man wanted for an armed robbery at a Sterling 7-Eleven, and say the suspect may have committed similar crimes on Route 7 near Reston later the same evening.

LCSO says the 7-Eleven in Town Center at Sterling, just off Route 7 near the Fairfax County line, was robbed just before 12:30 a.m. Thursday. The suspect entered the store and brandished a firearm at an employee while demanding cash. He was wearing a black mask, black jacket, jeans and black shoes. He fled in a white vehicle.

Police say the incident was similar to two others that took place in Fairfax County just minutes later. The Fairfax County Police Department says those robberies took place in the 11500 and 11700 blocks of Leesburg Pike (Route 7), near Baron Cameron Avenue, between 12:30 and 1 a.m. Thursday. A weapon was “implied,” police said, and cash and merchandise were taken.

No one was injured in any of the robberies, police say.

Elsewhere in the area, a 49-year-old Reston woman was charged with assault and battery last week in the City of Fairfax after an incident at the Goodwill Store (9906 Main St.). According to police, the incident took place at about 2:35 p.m. May 23. A 45-year-old woman from Burke told police that she was assaulted inside the store. A warrant was obtained for Agnes B. Simb of Greywing Square, and it was served Sunday. Simb was released on her own recognizance.

Also last week, 32-year-old Herndon man was arrested in Fauquier County. Police say Steven Espinoza was arrested at about 10 p.m. Thursday on an outstanding warrant for possession of a controlled substance.

In addition, a Herndon teen was arrested over the weekend after he was found walking in a roadway in Loudoun County. Eashan S. Ahluwalia, 18, was charged with public intoxication after police found him in the area of Northlake Boulevard and Rim Rock Circle in Leesburg just after midnight Saturday night. He was released on a personal recognizance bond.

A security alarm at a Herndon elementary school alerted a responder to teens inside.

According to Fairfax County Police, the alarm at Fox Mill Elementary School (2601 Viking Drive) went off between 5:30 and 6:15 p.m. Sunday. A school security officer who came to the scene found a 16-year-old boy and a 16-year-old girl inside the school. He took the teens into custody until police officers arrived, at which time they were released into the custody of their parents.

Police say they are investigating the case to determine whether charges will be filed against the juveniles.

City of Fairfax Police say a Herndon man made “repeated harassing telephone calls” to a restaurant in the city.

The manager of New York Pizza Factory (11143 Lee Highway) contacted police just before 3 a.m. Sunday to report a man had been repeatedly calling the business. Police say the 27-year-old suspect was contacted by their Field Operations Division and he “spoke profanely to an officer.”

The man was charged with harassing phone calls and vulgar language over the telephone. He was released on his own recognizance.

In other recent crime news, a Herndon man was charged with indecent exposure in the town. Police say 54-year-old Thomas Richard Hogan was seen May 3 in the vestibule of a building in the 600 block of Center Street, “naked from the waist down.” Hogan was released to the custody of a family member.

Also in Herndon, a 48-year-old woman was charged last week by Fairfax County Police with shoplifting from the Kohl’s store on Centreville Road. Police say Dhana Ramaswami briefly struggled with an officer at about 3:30 p.m. May 9 before she was arrested on charges of grand larceny and resisting arrest.

A 55-year-old Reston man shoplifted a half-dozen times from the same grocery store in Loudoun County since March, police say.

The Loudoun County Sheriff’s Office says Johnny E. Conner was caught at about 4 p.m. Wednesday at the Wegmans store in Sterling’s Dulles 28 shopping center. They report Conner was found by a deputy to have concealed items in a bag and attempt to leave without paying for them.

Police say they believe Conner did the same thing at the store on March 1, March 8, March 9, March 11 and April 27.

Conner was charged with six counts of grand larceny and “additional charges are likely,” police say. He is being held at Loudoun County Adult Detention Center with no bond.

Reston District police arrested an 18-year-old Herndon man for breaking into a home in the middle of the night last week.

According to police, a resident of the 1400 block of Kingstream Drive in Herndon woke around 2 a.m. on Saturday, May 6 to the sound of a crash. The woman found a man in her kitchen rummaging through the refrigerator. He reportedly fled on foot when she approached him.

Responding officers located a man matching the suspect’s description going through the trunk of a car nearby. The man took off running but officers were able to catch up with him and apprehend him. Officers confirmed he was the same man who broke into the resident’s home earlier.

The man has been charged with burglary, petit larceny, vehicular trespassing and being drunk in public.

A 23-year-old Reston resident was among those arrested in a recent sting operation conducted by the Fairfax County Police Department’s Child Exploitation Unit.

The operation involved detectives posing as juveniles online. The police department says the juveniles quickly received sexual solicitations, warning parents that “this type of crime is prevalent within our community.”

In all, eight men are facing various charges, including computer solicitation of a minor. Among them is Joshua Veary of Reston, who is facing three counts of computer solicitation.

Major Crimes Division detectives from the Child Exploitation Unit recently conducted a three-day operation targeting online sexual predators.

Detectives, posing as juveniles, went online and within a very short period of time, received solicitations and sexually explicit images from men wanting to meet the “child” for the purpose of engaging in inappropriate sexual activity. The suspect and “child” would arrange a time and place to meet and when the suspect arrived, he was taken into custody.

The hard work of our detectives, along with those from the Loudoun County Sheriff’s Office and Special Agents with the Federal Bureau of Investigation , resulted in the arrest of eight offenders. Approximately 25 local and federal criminal charges were placed, including, solicitation of a minor, solicitation of a minor for prostitution, attempted indecent liberties with a minor (including a registered sex offender), and drug possession charges.

Reston District police are investigating an incident of indecent exposure that reportedly took place around 1:30 p.m. at Reston Town Center on Saturday.

According to Fairfax County police reports, a man saw a car blocking traffic near 11900 Market St. The man said he got out of his car to approach the car that was sitting in the through lane, and saw that the driver was exposing himself and touching himself inappropriately.

“He looked toward the driver’s line of sight and saw a group of young girls,” police wrote in the report.

The witness yelled at the man, who then drove away quickly.

In other crime news, police reports from the past week also indicated that firearms were stolen from a home in the 11100 block of Forest Edge Drive on Friday evening.

The residents of the home contacted police just before 8:30 that evening to report that sometime that day, an unknown burglar had entered the home through a basement window and had stolen firearms.

Police are investigating the alleged burglary.

Police say a 31-year-old Herndon man crashed into two HPD vehicles, injuring one officer, as he attempted to avoid arrest last Wednesday.

According to a police report, Trevor John Herasingh Jr. is accused of assaulting a woman in the 600 block of Center Street. The woman, who knew Herasingh, suffered minor abrasions and bruising, but declined medical attention.

That’s when, police say:

“Officers located Mr. Herasingh in the parking lot, and ordered him to stop. He refused to comply, walked away, and entered his vehicle. He then backed his vehicle up, and side-swiped a police vehicle as he fled. A short pursuit ensued that ended when he drove head-on into another police vehicle stopped in the parking lot. Herasingh then exited his vehicle, and continued to act in an aggressive manner towards officers until he was subdued by the officers and taken into custody.”

Herasingh and an HPD officer both suffered minor injuries in the collision, according to the report.

Herasingh was charged with assault, strangulation, reckless driving, and two counts each of aggravated assault of a law enforcement officer and destruction of property. He was taken to Fairfax County Adult Detention Center and held without bond.

Police say a 17-year-old from Herndon was driving under the influence when she was involved in a hit-and-run crash in Loudoun County last week.

The Loudoun County Sheriff’s Office says the teenage girl left the scene of a collision that took place just before 11 p.m. last Monday in Sterling. When police found her a short time later in the area of Atlantic Boulevard and Magnolia Road, she was issued a charge of underaged DUI. Further charges were pending as of the time the police report was disseminated.

The man Fairfax County police say struck a 75-year-old woman twice with his car, killing her, is from Reston.

Kenan M. Ozcan, 31, was arrested Friday afternoon on Fair Ridge Drive in Fairfax after police say he assaulted a woman in a parking lot. Investigating officers noticed front-end damage to his vehicle and connected him with the death of 75-year-old Maria Ascencio earlier that morning.

Police say Ozcan, driving a 2016 Dodge Dart, struck Ascencio at about 10:15 a.m. Friday while she was crossing Rugby Road in the Fair Oaks area of the county. Ozcan then allegedly turned the vehicle around and struck Ascencio a second time before leaving the scene. Police say Ozcan and Ascencio had no prior relationship.

Ozcan has thus far been charged with felony hit and run for his role in Ascencio’s death, as well as with attempted robbery for the parking-lot altercation.

Ozcan is listed in a Friday media release from FCPD as being from Fairfax. Don Gotthardt of FCPD, however, tells Reston Now that the department’s management system lists Ozcan’s address as being in the 2200 block of Castle Rock Square in Reston. That may be a relative’s address, Gotthardt said, but no Fairfax address for Ozcan exists in the system.

Records on file with the State Corporation Commission show a taxi company, Capital Flyer Transport and Taxi, was once registered to Kenan M. Ozcan from the Reston address. All reviews of the business on Yelp gave it 1 star, including one that claims a driver named Kenan “flipped his lid” and “began yelling and spewing profanity” at customers, with the reviewer calling him a “mentally unstable, dangerous person.”

A LinkedIn page in Ozcan’s name lists him as a molecular biologist with a bachelor’s degree from Virginia Tech and a master’s degree from George Mason. A GoFundMe page apparently set up by Ozcan in February asks people to help him turn his life around.

“Im a Virginia Tech Graduate, and I have my Masters in Biology, however I have been going thru some tough times recenetly and I am an ex-felon, I thought going to school would change my life and I could really use any support to help my life, I really appreciate it.” [sic]

In 2014, Ozcan was jailed after being found guilty of grand larceny following multiple armed robberies in Herndon. He was given a six-year sentence; however, all but 2 1/2 years was suspended.

Ascencio had three children, five grandchildren and two great-grandchildren, her family told DC’s WJLA.
