A 33-year-old Herndon man faces a litany of charges after police say he attacked employees at a Fox Mill Center restaurant before breaking into a nearby home.
At about 12:37 a.m. Friday, police say Quan Anh Ly approached employees and patrons on the front patio of Glory Days Grill (2567 John Milton Drive) and began swinging a large chain while threatening them, sending them scrambling to lock him out. According to police:
“The suspect broke the front doors to the business with his chain, entered and continued to swing his chain at employees. He confronted the bartender, who was on the phone with police, and grabbed the phone from him, and then proceeded to break numerous glasses and bottles. The suspect walked to the rear of the restaurant, encountering another employee. The suspect struck the 58-year-old man, injuring his hand, and exited out the back.”
Police say they were called to a home in the 2500 block of Freetown Drive a short time later for a reported burglary. The homeowner told them he was awakened by the sound of glass breaking and found that a man had broken both windows by the front door. The suspect fled the scene when the homeowner shouted, police say, and he was found beneath a nearby car. He was apprehended at the scene and charged with malicious wounding, attempted malicious wounding, burglary and felony destruction of property.
More charges may be issued against the man as the investigation continues, police say.

A man exposed himself to a 53-year-old woman Wednesday morning on a Herndon pathway, Fairfax County police say.
According to the FCPD report, the incident took place at about 8 a.m. in the area of Powells Tavern Place and Rock Ridge Road. The woman told police she saw the man exposing himself while both were walking along the pathway. The woman said she yelled at the man to “make him stop,” after which he ran off.
The suspect is described as a white man, 20-30 years old, about 5 feet 6 inches tall and 160 pounds.

A 40-year-old Herndon man is being held without bond after police say he repeatedly sexually abused a 12-year-old girl being cared for at an in-home daycare where he lived.
Oscar Perez Rangel faces several child abuse-related counts including felony aggravated sexual battery in relation to the alleged abuse, which the Fairfax County Police Department says took place between October and December. Rangel was not the operator of the daycare; however, he did live at the residence.
FCPD’s Major Crimes Division Child Abuse detectives received information about the alleged abuse March 28, after the victim had reported it to staff at her school. Perez Rangel was arrested April 7 at the home.
Detectives, Victim Services and Child Protective Services are working with the victim and her family to provide assistance as needed. There is no indication that there are any other victims connected to Perez Rangel; however, any information that may be useful in this case can be directed to Det. Elizabeth Melendez at 703-246-7885.

A Herndon woman was surprised to find two men in her garage on a recent afternoon, the Fairfax County Police Department reports.
According to a police report, the woman found the burglary suspects in her garage in the 1600 block of Winterwood Place at about 5:10 p.m. Thursday. The men attempted to flee, but the woman was able to detain one of them without injury. The man, 19-year-old Richard Reyes of Herndon, was arrested and charged with two counts of burglary, two counts of grand larceny, possession of marijuana and being drunk in public.
The other suspect was also identified, police say. The investigation is ongoing, but police say it has been determined that the duo also burglarized another home.
FCPD also reports a robbery that took place Thursday between 10:30 and 11 p.m. in the 1600 block of Autumnwood Drive in Reston. Property was reported stolen from an open garage and a car parked outside.

In Loudoun County, police say a Reston man fled from a traffic stop just before 2:30 a.m. Tuesday on Charles Town Pike (Route 9). The driver, identified as 37-year-old Joel E. Hyduke, allegedly took off down Purcellville Road before exiting the vehicle and fleeing on foot. Hyduke was apprehended and charged with DWI and speeding before being taken to the Loudoun County Adult Detention Center.
Also in Loudoun County, a Herndon man was charged with driving under the influence after a reported crash at about 3:50 p.m. Saturday in the area of North Sterling Boulevard and East Church Road in Sterling. Brayan L. Palma-Camacho, 24, allegedly drove off after the collision, and deputies found his vehicle a short time later near Relocation Drive, about three miles away.
Palma-Camacho was taken to the Loudoun County Adult Detention Center, from which he was released on a personal recognizance bond.
In the Town of Vienna, a Reston man with warrants out for his arrest from the Fairfax County Police Department was tracked down by a Vienna Police Department officer in the 200 block of Patrick Street SW at 9:41 a.m. Monday, April 3. The 20-year-old from Colts Neck Court, who was not identified by police, was charged with assault, destruction of property and making threatening telephone calls, and he was served with an emergency protective order.
In Fauquier County, a pair from Herndon were charged after police say one was spotted riding an all-terrain vehicle on a roadway. Erik Gjormand, 19, was charged with DUI, underage possession of alcohol and operating an ATV on a highway at about 6 p.m. Saturday in the 2500 block of Dumfries Road. Gabriel Coltrane Walker, 18, was also charged with being drunk in public.

The Fairfax County Police Department has released its crime stats for 2016, which show a 2 percent countywide increase in police calls from 2015.
Locally, however, the numbers are slightly down. According to the data, the Reston District Station handled 45,845 calls in 2016 — down 1,925 calls, or about 4 percent, from 2015. The Mount Vernon District Station was the only other precinct to see a decrease from 2015.
Overall, in 2016, Reston District Station responded to 6,605 crime-related calls, 21,967 service calls and 17,273 traffic calls. All three numbers are down from 2015.
FCPD Chief Edwin Roessler said countywide, the increase in the number of calls is due in part to significant increases in narcotics offenses. That shows in the Reston District Station numbers, where such offenses increased by 13.6 percent (360 to 417) from 2015 to 2016.
Weapon law violations nearly doubled from 2015, when there were 34 reported. In 2016, the Reston District Station worked 64 such cases.
Assaults were down about 4.5 percent from 2015. There were 23 sex offenses reported, up three from 2015. Larceny and theft calls were down about 8 percent from 2015, while robbery calls also decreased from 43 to 36.
The average response time to top-priority calls from the Reston District Station increased from 2015 to 2016, from 7.1 minutes to 7.3 minutes. This is in line with trends across the county, as all but two districts (Sully and West Springfield) had increased average response times to such calls.
Across all calls, emergency and non-emergency, Reston District Station’s average response time increased from 7.8 minutes in 2015 to 8.4 minutes in 2016. Only Mount Vernon, which increased from 5.8 minutes to 6.9 minutes, had a greater increase. Countywide, the number increased by only 1/10th of a minute.
A pair of homes in the Reston area have been burglarized in recent days, according to the Fairfax County Police Department.
One of the reported incidents took place at 2000 block of Kedge Drive, off Lawyers Road in Vienna, at about 3 p.m. Friday. The second happened in 11500 block of Hemingway Drive, in North Reston, around 6 a.m. Saturday.
In another notable report from the Reston District Station, a gun was reported stolen from a vehicle in the 1400 block of Beauford Court in Herndon.

A 29-year-old Reston man also made the Loudoun County Sheriff’s Office report after deputies reportedly saw him “relieving himself” in a bush at One Loudoun at about 2:20 a.m. Saturday. The man was arrested, charged with public intoxication and later released from the Loudoun County Adult Detention Center on a personal recognizance bond.
Only a few larcenies have been reported by the Reston District Station of the Fairfax County Police Department in the past week.

Pedestrian lighting — or lack thereof — is a hot topic in Reston, and Reston Association’s Environmental Advisory Committee weighed in on it at last week’s meeting of the Board of Directors.
EAC member Melissa Gildea said the committee’s opinion is that there is no correlation between increased lighting and a reduction in crime, and they also say bright lighting on walkways and paths has an adverse effect on wildlife.
“A lot of times, what we do with lighting is completely unnecessary,” Gildea said. “There is no reason to have anything lit like the day.”
In its official recommendation for lighting in regard to safety, the EAC says:
“We recommend that night lighting is only used where there is a documented need for it for human safety. In considering where to place lighting, the activity level of the area should be considered. Recreation areas active at night may require lighting, while pathways in wooded areas and in natural meadow areas should remain dark to protect plants, insects, birds and animals in those spaces. Designed environments can help deter crime; having green space is a documented crime deterrent.”
“The reason you use lighting has to be important enough for us to disrupt the environment and disrupt ourselves,” Gildrea said. “Passive surveillance [not lighting] is the No. 1 way to keep crime down.”
Gildea said research in cities including Chicago, Los Angeles and New York found that increasing lighting in secluded areas such as alleys actually increased crime in those places.
“You can’t reduce crime by lighting an area,” she said. “The criminals could see what they were doing.”
The EAC’s official recommendation does say that it would be in favor of “amounts of lighting that published research indicates will foster a perception of safety in a neighborhood.” In places where lighting is deemed appropriate, the EAC recommended lighting that is near the ground and very low-level.
Director Ray Wedell took umbrage to the claim that increased lighting does not decrease crime, saying anyone looking to prove something can find a study to support any preconceived notion. To prove his point, he cited a study he found that indicated the opposite of the research EAC cited.
“We have to make our own decision based on common sense,” he said. “Don’t just say that it doesn’t work. If properly deployed, it works alongside all kinds of other things.”
The board voted unanimously to send the EAC’s findings to the Design Review Board and the Pedestrian Lighting Working Group for consideration. The board will have an opportunity to review any proposals for pedestrian lighting before they are implemented.
Police in both Fairfax and Loudoun counties say a group of teens was shooting pellets at vehicles on Leesburg Pike (Va. Route 7) overnight.
According to the Fairfax County Police Department, officers from the Reston District Station reported at about 4 a.m. to the area of Middleton Ridge Road after a report of a car being fired upon by a BB gun. Police checked the area and found a car matching provided suspect information. Police say five teenage boys inside the car allegedly were involved.
The Loudoun County Sheriff’s Office, meanwhile, reports a related incident in the area of Dranesville Road. They say a vehicle in that area suffered minor damage.
The FCPD officers apprehended the teens. According to LCSO, they were released to the custody of their parents.
No one was injured in either of the incidents. Charges and juvenile petitions are pending.
Police say a Reston man was caught in the act of assaulting a woman in Sterling last week.
The Loudoun County Sheriff’s Office reports that 26-year-old Fredy F. Alfaro was observed by deputies to be assaulting a woman in a car in the 46000 block of Community Plaza at about 7 p.m. Wednesday. He was arrested and charged with assault. Alfaro was also charged with distribution of narcotics and public intoxication, and he was transferred to the Loudoun County Adult Detention Center.

Arrests Made in Chantilly Gun Store Heist — Two 23-year-old men and a 19-year-old man have been arrested in connection with the theft of 35 guns from a Chantilly store earlier this month. A D.C. woman stabbed a man in the arm last week in Herndon, police say.
The incident took place Friday in the 600 block of Elden Street, according to the Herndon Police Department’s weekly report. Police say 24-year-old Ronice Pannell stabbed the man after arguing with him. The victim was transported to the hospital, treated and released. Pannell was charged with malicious wounding and held without bond at the Fairfax County Adult Detention Center.
In a separate incident, a 34-year-old Herndon man faces multiple charges including possession with intent to distribute PCP. Those charges were filed after the man, Lefonte Hogan, fled from an officer who attempted to initiate a traffic stop Thursday near the intersection of Elden Street and Alabama Drive.
Police say Hogan drove down Parcher Avenue and stopped in a wooded area at the end of the street before fleeing on foot. He was apprehended and charged with eluding, resisting arrest, destruction of property and driving on a revoked license, in addition to the drug charge. He was transported to the Fairfax County Adult Detention Center and held without bond.
