The queue of proposed projects for the Town of Herndon has two new items — plans for more police storage and a traffic signal along Elden Street.
Senior Planner Dana Heiberg presented the draft Capital Improvement Program (CIP) to the Town of Herndon’s Planning Commission last night (Feb. 25).
The draft CIP spans a six-year period from fiscal year 2020 to fiscal year 2025.
One new addition would give police officers more space to store police bicycles, bulky equipment and other police property. The CIP budgets the creation of the exterior garage at $700,000 from FY 2020 funding.
That isn’t the only police project. Another one would update police radio equipment as Fairfax County moves toward encryption technology.
Meanwhile, the second new project — a traffic signal at Elden Street by the Herndon Centre — originated from a developer proffer.
Heiberg also gave an overview of the 50 projects for this year — many of which he said are on-going ones from the FY 2019-FY 2024 CIP.
For this year, planning and permitting software will is set for implementation. The information technology project is supported by the town’s reserves.
Renovating the Bready Park tennis courts, which will include converting the lighting to LEDs, is a part of the 10 planned park projects.
Nine projects sponsored by community development are set to tackle street improvements; pedestrian and bike trail upgrades, including trails leading to Herndon’s metro station; and wayfinding signs and historic markers.
Public works-sponsored projects include:
- nine street or intersection improvements
- a storm drainage project
- major maintenance for buildings
- a road repaving program
- utility relocation downtown
The Herndon Centennial Clubhouse is also set for an expansion to take place over three phases. Once construction funding is decided upon in FY 2024, the renovation and expansion of the existing structure, which was built in the 1980s, will begin.
The General Fund projects for the six years in the draft CIP total $58.1 million, with about $6 million for FY 2020 General Fund projects. Grant funding will support most of the projects — acounting for 46 percent — while the General Fund will support a little over 20 percent, Heiberg said.
The Planning Commission voted 5-0 to recommend that the draft CIP move forward to the Town’s manager.

The Reston Community Players are set to begin performances for “Times Stands Still” on Friday (March 1).
Donald Margulies’ play first hit the stage in 2009. Ten years later, Adam Konowe, the director of RCP’s production, says that the drama is still relevant. “This is truly a play that could have been ripped from today’s headlines, covering the full range of emotions from love to betrayal, pride to envy and commitment to dissolution.”
What’s the show about? Reston Community Players gave this plot description:
“Time Stands Still” examines the lives of one couple making a living out of documenting the horrors of war. When Sarah, a photojournalist returns from covering the Iraq War after being injured by a roadside bomb, her reporter boyfriend James is swamped by guilt after having left Sarah alone in Iraq. Physically bruised and emotionally beaten, Sarah and James explore whether it is possible for two people who are used to living in dangerous conditions to carve out a normal life.
“It demonstrates that what fulfills us in one sense can be destructive elsewhere,” Konowe said in a press release. “Most importantly, it reinforces that truth — portrayed here through journalism — is worth fighting for and serves society well, even when the news it conveys is difficult to comprehend or appreciate.”
The drama replaced RCP’s previously announced production of “Spring Awakening,” which was canceled “due to unforeseen circumstances,” according to RCP.
The full cast is the following:
- Jane Steffen as Sarah Goodwin
- Greg Lang as James Dodd
- Todd Huse as Richard Ehrlich
- Alex Sands as Mandy Bloom
Performances will be held at the Reston Community Center’s CenterStage (2310 Colts Neck Road) at 8 p.m. on March 1-2, March 8-9 and March 15-16. A matinee will be held at 2 p.m. on March 10.
A champagne reception will follow the show on its opening night.
After the March 9 performance, two war correspondents — Susan Katz Keating, a national security correspondent for the American Media Institute, and former Fox News Channel Iraq Correspondent Malini Wilkes — will share their experiences covering overseas conflicts as part of an audience talkback panel.

Students from South Lakes and Herndon high schools are among the 22 students from Fairfax County public schools who won the 2019 Student Peace Awards of Fairfax County.
The award recognizes junior and high school students “who have made a positive contribution to their school or wider community by promoting mutual understanding and respect for all people,” according to the award’s website. Currently, the awards are given out to students in Fairfax and Frederick counties.
FCPS said the following about the winners from South Lakes and Herndon high schools:
Herndon High School: Lydia Goff, president of her school’s Best Buddies chapter, organizes monthly social events, one-to-one get-togethers and fundraisers for the 90 students in the program. She is also a leader in the Spread the Word to End the Word campaign to end the use of the demeaning ‘r’ word.
South Lakes High School: Sophia Liao founded the Young Democrats Club, serves on the Superintendent’s Student Advisory Council and is a member of her school’s Student Council. She organized a trip for students to go to China to volunteer at a panda center and organized her school’s participation in National Walkout Day in response to the school shooting in Parkland.
The awards began in Fairfax County in 2006 at Herndon High School and, by 2013, were offered to every public high school in the county. Each recipient receives a monetary gift, along with another one for a peace-focused charity of the student’s choice.
The winners will be recognized at a reception on March 10 at the Sherwood Community Center in Fairfax.

The power outages span from east of Utterback Store Road to the Potomac River, stretching down to the Georgetown Pike in the northwest and nearly reaching Difficult Run in the southeast.
The two outages by Shady Oak, which are affecting roughly 1,500 customers, are estimated to have power restored sometime between 7 p.m. and midnight. Meanwhile, crews just got dispatched to the power outage by Leigh Mill Road, which is impacting 492 customers, according to the map.
The causes for all three outages are “pending investigation.”
