Deputies from the Loudoun County Sheriff’s Office had their hands full Sunday with a pair of chases involving local residents.

At 3:14 p.m., on Route 50 near Aldie, a deputy saw a vehicle speeding. When the officer turned on his lights, the driver sped off. The pursuit ended in the area of Eagles Landing Place, in the Lenah Mill community. The driver was identified as 43-year-old Rama K. Grandhi, of Herndon. He was arrested and charged with eluding police and reckless driving, 20 mph or more over the posted limit. He was later released from the Loudoun County Adult Detention Center on a secured bond.

That same day, at about 8:04 p.m., a deputy spotted a black SUV going through a stop sign at the intersection of Loudoun County Parkway and Ryan Road in Ashburn “at a high rate of speed and almost [causing] the deputy to crash.” The deputy turned on his lights and pursued the vehicle. According to the report:

The vehicle then ran several stop signs and stop lights before striking a parked unoccupied vehicle on Olympia Drive before turning onto Regal Wood Drive. The driver fled on foot from the vehicle in the area of Regal Wood Drive and Vickery Park Drive. After a period of time, the driver was located in the nearby area and was taken into custody without incident.

The driver was identified as 18-year-old Alexander E. Fisher, of Reston. He was charged with auto theft, felony eluding police, destruction of property, reckless driving and driving without a license. He is being held at the Loudoun County Adult Detention Center without bond.

Elsewhere in the county, police have arrested a man in connection with a series of assaults on women using trails in the Fairfax area in recent weeks. Jeremiah Whitmore Tolley, 21, of Fairfax has been charged with eight counts of sexual assault. In each case, women said a man — who police say is Tolley — grabbed them from behind and groped them. Tolley is at the Adult Detention Center, being held without bond.

As we reported earlier today, a pair of Reston men were also charged in Loudoun County with vehicle tampering and an auto theft. The men, ages 21 and 19, and also suspected to be involved in a series of gunfire complaints in the area in recent weeks.

A pair of Reston men are among four people charged in connection with a car theft and several larcenies last month in Loudoun County.

Police believe the suspects are also involved with a series of gunfire complaints and personal property thefts over the past several months in Loudoun and Fairfax counties, according to a Tuesday news release announcing the charges.

On Sept. 11, Loudoun County Sheriff’s deputies responded to a report about suspicious entry of cars in the Willowsford community of Ashburn. Police located and arrested Justin E. Rubianes, 21, of Reston, along with a juvenile after an extensive search of the area, according to the police department.

Further investigation led to the arrests a pair of 19-year-olds: Bryan Sandoval, of Reston and Onan Nunez, of Ashburn.

All suspects were charged with auto theft, receiving stolen property and personal property theft from a vehicle, according to the release.

Detectives with the Loudoun County Sheriff’s Office and the Fairfax County Police Department have conducted several search warrants in both counties since Sept. 11, leading to the recovery of firearms, ammunition and other items police believe were stolen from cars.

The investigation is ongoing and several other arrests have been made in Fairfax County, according to the release.

A resident found a strange man standing in his kitchen in the middle of the night over the weekend.

According to the Fairfax County Police Department, the incident took place in the 1200 block of Cobble Pond Way, off Hunter Mill Road. At about 3 a.m. Sunday, the homeowner found “an unknown man” in his kitchen. The suspect ran away after he was spotted, and the homeowner chased him while his wife called police.

Responding officers located a “suspicious van” in the area, and discovered it had been reported stolen. Two men who were inside the van were arrested:

• David Pugnettif, 20, of Reston was allegedly the man who had been inside the house. He was charged with burglary, and he also had an outstanding warrant for carrying a concealed weapon.
• John Kyle, 22, of Reston was charged with auto theft and driving on a revoked license.

In Loudoun County, two Herndon residents were charged after a party and fight late Friday night in Sterling. The Loudoun County Sheriff’s Office says the incident took place at a warehouse in the 45000 block of Maries Road at about midnight. Several people who appeared to be underaged were drinking outside the building, police say, and they fled inside when officers arrived. LCSO was told that people inside were being held against their will. Once the scene was secured, “multiple individuals” were issued summonses for underage possession of alcohol. Several others faced additional charges, including:

• Janey Carballo-Renderos, 20, of Herndon, who was charged with false identification to law enforcement and obstruction of justice.
• Billy W. Quezada, 21, of Herndon, who was charged with public intoxication

In addition, as we reported last week, a Herndon teen was charged by LCSO with felony burglary, misdemeanor sexual assault and misdemeanor simple assault after allegedly assaulting a girl at her Sterling home.

A 15-year-old boy from Herndon faces a number of charges after police say a juvenile girl was assaulted in her Sterling home.

According to the Loudoun County Sheriff’s Office, the incident took place at about 9 p.m. Friday in the 1300 block of E. Lee Road. The victim says the teen opened the window of the home’s kitchen, where the girl was, and “leaned in halfway” before he “moved further through the window.”

The teen allegedly “inappropriately touched the [girl] and threw items at her” before fleeing the scene. The girl was not injured in the incident.

The victim told police she “previously had seen the suspect in the Sterling area a few days prior to the incident.” On Saturday, LCSO released a suspect sketch and description, calling him “a black male with a heavier build, in his late teens to early twenties.”

At about noon Wednesday, LCSO reported the teen — whose name is not being released due to his age — had been arrested and charged with felony burglary, misdemeanor sexual assault and misdemeanor simple assault. He is being held at the Loudoun County Juvenile Detention Center.

A Lake Anne-area resident was robbed while he slept last week.

According to the Fairfax County Police Department, officers responded to the 11400 block of Waterview Cluster early Sept. 5 to a report of a burglary. The victim said he went to bed at about 11 p.m. the previous night and, while he was in bed, someone entered his home and stole his car keys, wallet and two laptops before leaving in his car.

Police say the victim’s car was later recovered and searched for evidence. No suspect information is available, they say.

A pair of midday burglaries in the Great Falls area were also reported to FCPD last Thursday. Police say that between 11:30 a.m. and 3:30 p.m., jewelry was stolen from a home in the 10000 block of Columbine Street while its occupants were out shopping; also, between noon and 6 p.m., jewelry, handbags and alcohol were stolen from a home in the 900 block of Redberry Court while the occupant was at work.

In Herndon, HPD says a commercial burglary took place in the 1200 block of Herndon Parkway on Labor Day. An unknown suspect or suspects broke a window, entered the business, and stole a computer and cash valued at approximately $250. The case remains under investigation, HPD says.

Then, in the 400 block of Madison Forest Drive on Saturday, HPD says a caller reported a suspect was spotted stealing items from an open car. Several other vehicles, mostly unlocked, in the area were also entered. A total of more than $800 worth of property was stolen, police say, and some was recovered after the suspect fled. An FCPD helicopter and K9 unit assisted in the search for the suspect, but he was not found. HPD says the suspect “is described as possibly being a Hispanic male in his mid- 20s wearing dark clothing and a baseball cap.” This case remains under investigation as well.

In Loudoun County, police say they responded to the 43000 block of Watercrest Square in Chantilly at about 2 a.m. Sunday for a report of a man “ringing the doorbells and acting disorderly.” Loudoun County Sheriff’s Office deputies located the suspect — 30-year-old Corey P. Robertson of Herndon — and they say he “resisted arrested and he did not comply with lawful commands from the deputy.” Robertson was charged with assault on law enforcement, obstruction of justice and public intoxication and was released on a personal recognizance bond.

Police say a Herndon man sprayed a group of middle-schoolers with pepper spray while on the Washington & Old Dominion Trail in Ashburn last week.

According to the Loudoun County Sheriff’s Office, 47-year-old Marcos A. Catalan sprayed the kids as he passed by them on a bicycle in the area of Gloucester Parkway at about 4:05 p.m. Thursday:

A group of middle-school aged children were in the area of the Washington and Old Dominion trail. A cyclist approached and reportedly was holding a can in his hand. As the cyclist passed, he sprayed what the juveniles believed to be pepper spray in the direction of several of the children. Deputies located the cyclist in the area of the W & OD trail and Ruritan Circle.

Two girls were taken to a local hospital and treated, according to police. Catalan was charged with two counts of malicious injury by use of caustic substance, along with one count of attempted malicious injury in the same manner.

In Herndon, HPD says a robbery took place on Aug. 28 after two people provided a ride to a pair of strangers. When they arrived at the destination, in the 500 block of Florida Avenue, three suspects robbed the victims of personal property valued at about $125. The suspects are described as tall black males; one was wearing a white tank top, one was wearing a green hoodie and the third was wearing a buttoned-down shirt. The case remains under investigation.

In Loudoun County, in addition to the above W&OD Trail incident, several other recent crimes ended with arrests of men from Herndon.

Two people from Ashburn were arrested in Herndon last week after a robbery in the town.

According to the Herndon Police Department, the incident took place in the 500 block of Florida Avenue on Aug. 7. The victim, who was unharmed, had his wallet, ID and about $40 in cash stolen by two suspects.

HPD officers arrested 19-year-old Taliek Nazia Foster and 20-year-old Raaheim Allah Foster and charged them with the crime. Both were charged with assault and robbery, while the 20-year-old was also charged with three counts of credit card fraud. Both were taken to Fairfax County Adult Detention Center.

Elsewhere, a 55-year-old Herndon man was charged with driving under the influence after an incident in Sterling last week. According to the Loudoun County Sheriff’s Office, 55-year-old Nazlie R. Dean was charged after deputies observed his vehicle going off the road in the area of Old Ox Road and Mercurie Circle. Dean was later released from the Loudoun County Adult Detention Center on a personal recognizance bond.

Police say there have been no updates yet in the search for a suspect who pulled a woman into a wooded area near Tall Oaks Village Center on Monday afternoon and attempted to remove her clothing.

“No suspect has been located,” Officer Don Gotthardt, of FCPD’s Media Relations Bureau, told Reston Now on Tuesday morning. “I have reached out to our detectives asking for any updates [and] we will post those on our news blog and Twitter.”

The suspect has been described as a Hispanic male in his late 20s or early 30s, with brown hair and a full beard. He was wearing a gray shirt with red lettering, a red ball cap and shorts. He fled the scene in a gray or silver Hyundai with a license plate that is believed to begin with a V, police say.

Finally, as we previously reported, three men were reportedly assaulted by a “group of men” on South Lakes Drive last Wednesday. The suspects in that crime are black men in their 20s, all between 5-foot-7 and 5-foot-10.

A Herndon man faces charges after police in Loudoun County say he was involved in a hit-and-run crash last week.

The Loudoun County Sheriff’s Office responded to the 45000 block of Bentgrass Terrace in Sterling at about 2:20 a.m. last Monday for the reported incident. The suspect in the crash, identified as 26-year-old Jose Bonilla, was later found driving on Cascades Parkway.

Bonilla was charged with obstruction of justice and public intoxication before being taken to the Loudoun County Adult Detention Center.

A Loudoun County jury this week told a Maryland man that his penchant for stealing wheels would cost him a lifetime in prison.

Jason Brooks, 37, who police have connected to multiple tire and rim thefts in the area, was sentenced Tuesday to more than 137 years behind bars. His arrest in 2016 followed two previous felony charges for grand larceny in Loudoun County with intent to sell stolen property.

Brooks’ sentence includes being found guilty of six counts of grand larceny, six counts of larceny with intent to sell, three counts of destruction of property and three counts of tampering with an automobile. Police in Fairfax County have said that Brooks has also been connected to seven different tire and rim thefts here between March and July 2016, two of which occurred in Herndon.

According to the Loudoun County Sheriff’s Office, Brooks’ apartment and a storage unit rented in his name contained bags of lug nuts, lug nut keys and business cards for “Jay’s Deals on Wheels.”

Following the guilty verdicts, according to an official statement, Assistant Commonwealth’s Attorney Eric Pohlner asked the jury to hand down a sentence that told Brooks “Jay’s Deals on Wheels is hereby shutdown.”

Brooks will face his final sentence from Loudoun County in October, and he still faces his additional charges in Fairfax County and two other jurisdictions.

A pair of Herndon residents are facing charges after separate alcohol-related incidents in Loudoun County over the weekend.

Just before 3 a.m. Saturday, Loudoun County Sheriff’s Office deputies responded to the intersection of Waxpool Road and Loudoun County Parkway in Ashburn for a report of a disabled vehicle. When they arrived, they charged the driver — 32-year-old Alok K. Choubey — with DWI. Choubey was released from the Loudoun County Adult Detention Center on a personal recognizance bond.

The next night, at about 2:16 a.m., a patrolling LCSO deputy found a 33-year-old Herndon man asleep in a common area at the One Loudoun shopping center. The man was charged with being drunk in public and taken to the Loudoun County Adult Detention Center, where he was released on a personal recognizance bond.

A home was forcefully broken into last week near Herndon.

According to the Fairfax County Police Department, the incident took place in the 12800 block of Graypine Place sometime between 9 a.m. June 28 and 11 p.m. June 30. Police say someone forced entry into the home and stole jewelry, gold coins and power tools.

In the Town of Herndon, thousands of dollars in jewelry was stolen from a home in the 800 block of Sycamore Court last month. Police say someone entered the home on June 14 and removed two cardboard boxes full of jewelry, valued at about $3,000. However, the victim — who didn’t report the incident until June 20 — declined any further investigation.

In addition, a Herndon man was charged in Loudoun County last week after a reported larceny at Dulles Town Center. The Loudoun County Sheriff’s Office reported on June 29 at about 10 a.m. to the Sears department store. The suspect in the larceny, 37-year-old Eric Campos of Herndon, was found in the area of Lakeland Drive and Route 7. Campos was arrested and charged with grand larceny and driving on a revoked license. He was released from the Loudoun County Adult Detention Center on a personal recognizance bond.

Area police worked with Immigration and Customs Enforcement officials Monday as they tracked down an ICE detainee who escaped custody.

ICE said Marlon C. Rivas-Mendez escaped in the area of Route 28 and the Dulles Toll Road, near Dulles International Airport. Spokesperson Carissa Cutrell told Reston Now that Rivas-Mendez “is in the country illegally and was being transported when he escaped from custody.”

According to a report from the Loudoun County Sheriff’s Office:

At 12:20 p.m. the Sheriff’s Office received a call to assist ICE with a search of an escaped subject in the area of the Dulles Toll Road between the exits of Loudoun County Parkway and Old Ox Road. The subject was identified as Marlon C. Rivas-Mendez, 27, of Sterling.

Rivas-Mendez was arrested by LCSO deputies earlier this morning. He was transferred into ICE custody at 11:08 a.m. without incident.

During federal transport, Rivas-Mendez assaulted the transport personnel and escaped custody on the Dulles Toll Road.

Members of the Loudoun Sheriff’s Office alongside the Virginia State Police, Fairfax County Police Department, Metropolitan Washington Airport Authority and ICE canvassed the area. LCSO deputies located Rivas-Mendez at 2:20 p.m. in the area of Mercure Circle and Old Ox Road and took him into custody without incident.

Rivas-Mendez was arrested on local charges of Assault & Battery by the LCSO and was released into ICE custody.

A local woman nearly became a victim to a trending child abduction scam, police say.

The woman says she received a phone call last week stating that her daughter had been kidnapped and that she would need to wire money to Mexico for her release. Police confirmed that the child was indeed safe and that this was a hoax meant to extort money from the victim.

A phone call of this type has been one of many in the area, police confirmed last month. If you receive a phone call like this, do not wire any money. Rather, immediately notify the police and check to see if your child is OK.

“These scammers will try to keep you on the phone with them so you cannot call police or anyone else and keep your mind distracted and frazzled for fear of your child’s safety,” according to the Fairfax County Police Department.

In other crime news, a Herndon resident was detained early Saturday in Loudoun County after police say she was found drunk in public after an altercation in the One Loudoun plaza. Elizabeth A. Bellamy, 20, was arrested along with Bryan M. Moses, 25, of Maryland following the incident. Both were released on personal recognizance bonds.

Also, there there were two robberies recently in the Town of Herndon.

On June 15, police say an unknown suspect approached a woman in the 600 block of Center Street and demanded her phone. When she refused, police say she was pushed and the perpetrator snatched the phone, valued at $600, from her hand before riding away on a bicycle. The suspect is described as a juvenile Hispanic male. He was last seen wearing a dark flat-brimmed ball cap, dark T-shirt and dark pants. The case is still under investigation.

The next day, there was an armed robbery at a business in the shopping center in the 1100 block of Elden Street. Four suspects entered the business with handguns and wearing masks. Some were also wearing black pants. They took an undisclosed amount of money and they also took the store’s video surveillance system. All of the suspects spoke Spanish, police say. The case is also still under investigation.

Homicide detectives from the Fairfax County Police Department will continue to lead the investigation into the death of 17-year-old Nabra Hassanen of Reston.

Jurisdictional issues have arisen since the crime, which took place just before 4 a.m. Sunday. Police say Nabra was assaulted and abducted near the intersection of Dranesville Road and Woodson Drive, which is just east of the Fairfax/Loudoun county line. Police say she was then taken to Loudoun County, where she was assaulted again and her body was thrown into a pond.

According to police accounts, Nabra and a group of friends had been at a Ramadan service at the All Dulles Area Muslim Society and were on their way back after going to breakfast at the McDonald’s in the Town Center at Sterling plaza. Both of those places are just west of the Fairfax/Loudoun line.

“The Fairfax County Police Department has partnered closely with the Loudoun County Sheriff’s Office with the common goal of justice for Nabra as well as for her family, friends and community,” FCPD said in a news release. “Our department will continue to work alongside the Fairfax County Commonwealth’s Attorney as this case moves forward.”

Police have charged 22-year-old Darwin Martinez Torres, a Salvadoran national, with murder in the case. They say Torres became enraged with the group of teens and exited his car wielding a baseball bat, striking Nabra. An autopsy revealed her cause of death as blunt force trauma.

Nabra was finishing her sophomore year at South Lakes High School.

Police say they are not investigating Nabra’s death as a hate crime; however, Fairfax County Commonwealth’s Attorney Raymond Morrogh has said he will continue to weigh the possibility before deciding how to proceed with the case. Loudoun County Commonwealth’s Attorney Jim Plowman says he supports the decision to keep the case in Fairfax County and “will lend any assistance if requested.”
