The potential renovation of Lake Thoreau Pool is coming closer to fruition.

The Reston Association’s Design Review Board will look at a preliminary site plan application for the pool during its March 16 virtual meeting. The application will return to the board for final approval at a later date after comments and requirements for the project are integrated into the design.

The proposed alterations to the pool facility include selective tree removal, the expansion of the parking lot for more parking and ADA accessibility, and additional sidewalks. Other changes include the pool’s reconstruction, including the basin, retaining walls, observation plaza and deck, and modifications and expansions to the existing bathhouse.

Materials, fixtures, colors, landscaping, and artwork for the project will be presented to RA later in the design process, according to the submitted application.

In the proposed concept, the parking lot will include 25 parking spaces with two ADA spaces. The pool house would increase by 348 square feet to 1,375. The site plan also includes a proposed connection to the Lake Thoreau Loop Trail.

RA’s Director of Capital Projects Chris Schumaker said during the board’s Feb. 25 meeting that the project is projected to be three months behind schedule. Schumaker estimated another review by the Design Review Board in mid-July and the contract would head for a board vote in August.

He also estimated the pool project could be completed in October 2022 and a grand reopening could happen in May 2023.

The pool, which was opened in 1981, has been closed due to a compromised retaining wall. The details of the deterioration of the pool were identified to RA in October 2019 in a Terracon report.

RA’s Board of Directors allocated roughly $1.6 million in its 2021 capital budget for the project in October.

Reston Association (RA) is looking at potentially going a bit greener.

The RA Board of Directors unanimously approved a pair of motions brought to it during its Feb. 25 meeting by Director Tom Mulkerin that are focused on electric vehicles and subsequent charging stations.

The first motion directs RA staff to use the next 120 days to study the feasibility of replacing the association’s current fleet of fossil-fueled vehicles over the next 10 years. The staff is also directed to study the potential installation of a Level 3 charging station at the Central Services Facility to recharge its electric fleet.

RA staff is charged with addressing four primary questions with its study. The first portion of the stud will look at the comparative costs of acquisition, operation, maintenance and repair of electric vehicles versus the current fleet that uses fossil fuels.

The second part is an evaluation of the estimated financial and operational impact on the Central Service Facility and finding a conversion timeline for the fleet. It also includes diagnosing the skills and equipment required for the maintenance of both the electric vehicles and existing fleet.

The third item is finding the expected cost of the installation, operation, maintenance and repair of charging stations and a projected useful lifespan compared to the cost of fueling the existing fleet.

The board also directed staff to study the possibility of installing electric vehicle charging stations at one or more RA facilities over the next three months.

The scope of the second study includes reviewing the specific charging station types for recommendation, the expected volume of use, the anticipated costs to users of the stations and the general installation, operation, maintenance and repair costs of stations.

Staff will also examine if the stations would be compatible with RA sites.

Finally, the study would examine if the overall costs of the program would generate a meaningful profit and when that profit would materialize.

“I think we should look at the opportunity just to say, ‘Is it worthwhile?,'” Mulkerin said. “Then if it’s not, we can say to our membership, ‘We looked at it. It wasn’t worth it to do it,’ or agree.”

The Reston Association (RA) has reinstated the Parks & Recreation Advisory Committee (PRAC) after a year-long suspension.

The committee, which was temporarily suspended in February 2020, advises the RA “Board of Directors on the sound management and development of facilities and amenities for association members, the delivery of association-sponsored or co-sponsored recreation/leisure activities and services and the prioritization of funding for capital improvements and recreation services,” according to the association’s site.

RA is already accepting applications online for any member in good standing that wishes to volunteer to be a committee member for PRAC.

The advisory committee was suspended at a board meeting as RA moved forward with a data-driven review of its recreational facilities. The review was headed by the Recreation Facilities Working Group (RFWG), which presented its findings during the board’s Feb. 25 meeting.

The reinstatement of PRAC last week came as one of RFWG’s primary recommendations for the RA board.

“Part of the facility workflow process that we envisioned has the PRAC being a significant player in helping to navigate through that workflow process, managing community engagement and helping the board understand what are our opportunities and perhaps challenges as we make decisions around individual facilities,” said Jeff Thomas, a RFWG member who presented the group’s findings to the board.

The primary recommendations RFWG advised to the board also included implementing a facility workflow process to repurpose or maintain specific sites and evaluate the annual funding required preventing deferring major repairs and replacement at sites.

Other recommendations were to encourage RA member participation and seek feedback on facilities and building a Parks and Recreation Master Plan for the next 10 years.

“We’re a standout community when it comes to our recreation facilities. We should be proud of that,” Thomas said. “The thing we do need to recognize though is that the increased capital cost needs to be dealt with in a meaningful way. They’re probably not going to be sustainable without significant increases to assessments or other funding sources.”

Thomas also presented findings and recommendations for the pools, tennis courts and lake access in the RA community.

RFWG’s proposals for pools were that they should be a focus in a new community recreation master plan, marketing should be increased to help grow pool membership and an evaluation should be conducted on amenity improvements for best practices of pool operations and service to residents.

Thomas also shared that RA should evaluate long-term operations of underutilized pools and potential opportunities for repurposing them.

The lake access recommendations included improving Reston residents’ access to the lakes, improving or installing launches for small boats or kayaks, and adding boat storage and dock fees for non-residents. Other recommendations were to install docks or controlled areas for fishing or observation, introduce new community programming, and partner with other community-oriented groups for environmental education.

“The lakes are certainly important assets that we have here in Reston that are really valued and appreciated,” Thomas said. “But we think there’s probably opportunities to better leverage those lakes for recreational activities.”

The tennis court recommendations included ensuring adequate budgeting for maintenance of the courts and their surrounding areas, providing more marketing of the courts, capturing more data on tennis interest for future decisions and exploring adapting underused courts to a multi-use model to allow play for other sports.

Instead of taking immediate action on RFWG’s recommendations, the board approved a motion from Director Bob Petrine to defer any decisions on them until the full board has a working session to discuss each item. His motion included deferring action on RFWG’s report until the Fiscal Committee finishes its current project work on the facility financial analysis.

Petrine’s approved motion also included directing RA staff to send RFWG’s report and materials to association members via RA’s newsletter, cluster newsletters and social media channels as well with other committees.

The Reston Historic Trust & Museum is seeking feedback from the community as it plans for the future.

The nonprofit organization has launched an online survey for people who are familiar with the museum for feedback on programs and exhibits, what Reston history topics are of interest and what the preferable format is to learn about Reston history.

The survey is comprised of 21 questions and is available to be filled out until March 17. A 10% discount on shop items is being offered to those who fill out the survey and provide their email.

The museum is open Monday through Friday, 11 a.m. to 4 p.m. as volunteers are available. It is also free of charge.

The organization conducts educational and public programming, exhibitions and public events. It also offers a number of online resources including a digital history map of Reston, a brief history of the town and kids activities.

The refurbishment of Colvin Run Mill in Great Falls is an ongoing project, but a major focus of the site will be ready to be unveiled in just a matter of a few months.

The mill’s 20-foot diameter water wheel and flume are currently being demolished and replaced. The project completion date is estimated to be the end of spring or in early summer.

The completion should be “just in time for the year’s first grind,” according to Heather Lynch, the county’s project manager.

Preregistered, socially distanced tours and classes are still available during the wheel and flume replacement.

The Fairfax County Park Authority’s board originally approved this project on late May last year. The project was recommended to the board based on observed deterioration of the wooden wheel that operates the circa 1811 mill and the wooden flume that carries water to the wheel.

It comes on the heels of a restoration effort in 2014 and 2015 to “fully implement the original automated mill design the in accordance with the methods developed by Oliver Evans in his Young Mill-wright and Miller’s Guide,” according to the FCPA’s submitted agenda when the project was approved. A new shaft for the mill wheel was also installed during this restoration project.

The cost for the project was $382,000, while a staff member estimates the annual maintenance cost will be cut by $6,000 per year. The estimated lifespan of the new wheel is 15 years.

The venue may be different, but there was no stopping this year’s Broadway Night.

The South Lakes High School Chorus and Parents for the Choral Arts are putting on the 16th anniversary of Broadway Night at 7 p.m. on Feb. 27. For the first time, the show will be produced and presented virtually.

The theme of the show will be Screen and Stage, and will feature songs that went from screen to stage or stage to screen. The show will also feature performances from students in fifth through 12th grades from the South Lakes High School pyramid schools.

“Community and love are at the center of the South Lakes choral program, and this feeling is always especially palpable in our annual Broadway Night,” South Lakes High School choral director Rita Gigliotti said.

“The success of this annual show is in the synergy of our extraordinary professional creative team combined with our talented, dedicated students and the love and support of our SLHS community, our Parents for Choral Arts Booster organization, the Reston Community Center, and local community business sponsors.”

The show will feature special appearances from Frank Abagnale, the primary subject of the movie, autobiography and musical “Catch Me If You Can,” and more than a dozen Broadway and film actors.

Broadway Night offers the school’s chorus and performing arts students an opportunity to work with professional choreographers and directors. Given the inability to rehearse and produce the show in person, student performers have worked with directors and choreographers virtually.

Prices are grouped in four categories. A family, group or household virtual stream is $60 and an individual viewer stream is $20. A VIP supporter price is $125 and a student, senior or choral supporter ticket is $10. Broadway Night is supported by ticket sales.

Tickets are available for purchase on the chorus’ site. It is recommended to purchase tickets by 5 p.m. on Feb. 27. If you are unable to watch the performance live, a recording will be uploaded and available for viewing for 60 days after the show.

“Music is a universal language. Its ability to tap into our hearts and souls is widely recognized by the way we feel when we engage in it,” Gigliotti said.

“Music’s ability to synchronize our energy creates community. You are going to feel the community and love of individuals near and far in this year’s show, all coming together to support our performing arts students.”

The performance will also support The Actors Fund, a charitable organization that helps the entertainment industry. Gigliotti also said the performance will be dedicated to front-line workers and those who have been impacted by COVID-19.

The Herndon High School marching band is reaching out to the community as it renews its annual fundraising effort.

The band, dubbed the “Pride of Herndon,” has launched its Tag Day campaign to help fund music instruction, uniforms, sheet music, instruments and instrument repair.

The fundraising effort is typically done in-person as band students go door-to-door handing out flyers about the band and tags for the concert schedule while asking for donations. Tag Day is the largest fundraising event for the band.

Due to the pandemic, the band is hosting its fundraising effort virtually through the end of February. The band’s target is to raise $25,000.

As of Friday morning, the fundraising site shows the Pride of Herndon has raised just over a quarter of its goal.

Contributions to the band may be made directly on the band’s site via PayPal, on the fundraising site for this year’s Tag Day, or checks may be mailed to PO Box 1293, Herndon, VA 20172-1293.

“With all the learning being virtual this year due to COVID, we are trying creative ways to keep our students engaged and excited to continue making music together,” Kathleen Jacoby, Director of Herndon High School bands, said in a video promoting the fundraiser.

“To perform at the high level we do, we need instruments and other equipment, plus instrument specialist to come help out, and that costs money. Instead of knocking at your doors this year, we have created this online Tag Day site. Your contributions mean a lot to us, for the band means a lot to our students.”

The Reston District Station police force is open to working alongside the community to establish trust and transparency.

That is the message that Reston District Station Commanders Captain Thea Pirnat and Lieutenant Marc Mitchell discussed with residents during a virtual Hunter Mill Town Hall hosted by Fairfax County Supervisor Walter Alcorn on Tuesday.

“We recognize the fact that police work is a changing profession,” Pirnat said. “It’s been evolving for a long time; we will continue to evolve. There’s always room for growth and improvement.”

Pirnat and Mitchell said that the Fairfax County Police Department’s policies and its work for the community, specifically as it relates to the Reston District Station and the Reston community.

Pirnat described the trends the station has tracked in crimes over the last two years and said the county “is one of the safest communities in the entire nation.” She added the crime rate is three times below the national average and the area saw a “down tick” in most crime over the last year.

She shared that a number of statistics fluctuated from 2019 to 2020, with calls to the police dropping. Overall, Pirnat said the number of calls for criminal acts have decreased and traffic enforcement went down as well as DWI fatalities in the Reston District Station.

Pirnat provided statistics to emphasize the decrease in some calls from 2019 to 2020. Robberies dropped from 344 to 314 and burglaries dropped from 635 to 619.

While some crime reports dropped, there was a noticeable increase in weapon calls and motor vehicle thefts. Weapon calls increased from 455 to 518 and motor vehicle thefts increased from 863 to 1,273. Service calls also increased as mental health case calls increased from 4,715 to 5,000 from 2019 to 2020.

Though some numbers spiked, Pirnat said she believes “Reston maintained a very safe atmosphere.”

She added the department has taken measures to address community concerns, particularly in the wake of homicides and reported gunshots. One highlight she pointed to was the establishment of the Reston Engagement and Safety Enforcement Team (RESET).

Pirnat described RESET as an assortment of officers focused on “a more blended response to what was going on, to engage with community members, to communicate better, build the rapport, build the trust, in addition to increasing visibility and suppressing potential crime.”

RESET is currently focused on south Reston, and Pirnat said the team has already removed numerous guns off the streets.

In reference to two homicides, Pirnat commended the department’s work in closing the case in the shooting of Samuel Onyeuka, 20, within 96 hours last week. She also mentioned the homicide case from September in which Iris Ponce Garcia, 19, of Reston was shot and killed in the area of Colts Neck Road and Glade Drive. Pirnat said the case is still active.

“It has not gone cold. There are active leads,” Pirnat said. “The Major Crimes Bureau is very much on top of several new leads right now that they believe is going to result in closure in the near future. I will certainly stay on top of that and keep our community informed, as well will our Major Crimes Bureau.”

Pirnat and Mitchell both stated there is always work to be done for the future of the police force.

“As your police department, we shouldn’t be operating in a manner in which you want to know, ‘ how do you investigate an accident,’ ‘what is your use of force policy when it’s reviewed, or if there’s a complaint,’ or ‘what’s the proper response for this type of police investigation,'” Mitchell said.

“We want to be transparent, we want to be deliberate and we want to be clear.”

Mitchell and Pirnat said the department has launched initiatives to engage with the community and be transparent. Among those was the introduction of a dashboard that houses data including arrests, citations, warnings and police department training and policies.

Pirnat also said body-worn cameras had been part of conversations prior to a pilot program in the county and the “expedited” process to issue the cameras to officers in 2020.

The officers also said the department will continue to build on the work the county has taken to previously address concerns. Those efforts include bringing in the Police Executive Research Forum in 2015 to review use of force policies and practices, and rewriting policies and updating force policy to focus on the sanctity of life.

Plans to develop a new luxury brand hotel in Reston were revealed today.

Comstock Companies made the announcement that one of its managed companies, CRS Hotel, LC, entered a franchise agreement for the development and operation of a JW Marriott and Residences Reston.

The hotel is expected to be in Phase I of the Reston Row District at the Reston Station development. It will take up 8.4 acres of space at the intersection of Reston Station Boulevard and Wiehle Avenue near the Wiehle Reston-East Metrorail Station.

“We are excited to partner with Marriott to bring Virginia’s first JW Marriott to Reston,” Chris Clemente, CEO of CHCI, said in a press release.
“We look forward to adding this incredible brand to Reston Station and expect that the unrivaled amenities and meeting spaces will attract business and social functions from around the Washington, DC area, while meeting the needs of our corporate office clients, including Google, Rolls Royce of North America, Neustar, ICF Global, and others.”

In addition to an expected 250 guestrooms, the proposed 26-story tower will provide 90 luxury branded residences. The residences will include a separate residential lobby entrance and will be located on the upper floors of the JW Marriott tower. The residences will also have dedicated spaces and amenities such as an owner’s lounge, fitness center, outdoor area and dog park.

Two restaurants on the site are also included in the current plans for the hotel.

“We are thrilled Comstock Companies has chosen to bring the JW Marriott brand to Reston, in the heart of the Dulles Technology Corridor,” Noah Silverman, Chief Development Officer, North America Full-Service Hotels at Marriott International said in a press release. “This project will serve as a signature component of the exciting Reston Row development, offering both guests and owners a welcoming luxury experience.”

The expected timetable for the hotel’s opening is in 2024. The Comstock press release lists the project’s price tag at approximately $250 million.

In addition to the proposed hotel, the Reston Row District at Reston Station will eventually include various mixed-use buildings, two office towers and a 350-unit multi-family building. It will also include more than 65,000 square feet of retail, service and fitness spaces that will surround a 1.2-acre park.

The Herndon Town Council is in the process of reviewing initiatives to actively pursue and discuss.

The council met Tuesday night to discuss members’ proposed strategic initiatives for the town. The initiatives fell in five categories: fiscal, transparency, inclusion, reform and long-term.

Inclusion initiatives include sponsoring or encouraging multicultural festivals and enacting a long-term recruiting effort to have elected officials, appointed officials and senior staff representative of the cultural diversity.

“It’s a strength of our town, our diversity. It’s the beauty of our town,” Vice Mayor Cesar del Aguila said.

The inclusion initiatives also involve creating a greater excellence and vibrancy by developing unique multicultural activities and creating picnic areas from banks of waterways.

“The reason we brought this item here is Herndon itself is a minority majority community right now. And we want to celebrate the diversity we have,” Council member Pradip Dhakal said. P”We have the diversity, but we want to create a kind of unity in that diversity.”

Town manager Bill Ashton concluded from the council’s discussion that the town would pursue the creation of a multicultural board. The board will be a point of discussion after reviewing similar entities in Leesburg and Fairfax to bring a model back to the council.

Transparency initiatives encompassed five items for review. Those included ensuring audio and video recording for all meetings, dedicating resources for Freedom of Information Act (FOIA) requests and making all records available to the public. Another initiative included creating transcripts of town council meetings.

Following a discussion from the council members and Ashton, they agreed to temporarily table creating transcripts of meetings to first review state requirements and the town’s ability to do so.

“On the transcripts, I know there’s also state limitations and requirements as to where we have to store these things,” Mayor Sheila Olem said.

“It’s very easy to say that we’re just going to have exact transcripts, but we also need to get the pricing on these items and whether or not our current availability with where we’re required to store them is going to accept us morphing these things into much larger documents.”

Ashton added that his office would work to provide an analysis of what a closed meeting recording would look like now and when the council eventually returns to gathering in person. He also concluded that his office would review the requirements to improve the FOIA process.

Reform initiatives were broken into three portions: housing, operational and council.

The housing reform issues included a handful of initiatives under the Historic District Review Board (HDRB). Those initiatives are analyzing district definition and regulations, gaining a better understanding of what’s necessary to maintain a historic district status and reforming the historic overlay district.

Another housing reform initiative that was discussed was to gain a greater understanding of the housing price ranges in the town and the tools it has to implement housing policy. This initiative involves reviewing accessory dwelling units, workforce dwelling units, affordable dwelling units, and housing allowances for teachers and first responders.

The final points for housing reform included setting a benchmark of the housing stock in the town against the county and investing in Herndon’s current neighborhoods.

Ashton proposed putting together an informational discussion item for a future work session on the district to then define what reforming the historic overlay district would entail.

“As I’ve often said, you can’t get to where you’re going until you know where you are first, then you set your objective and charge your path,” Ashton said.

The operational reform initiatives included retraining and redeployment of staff, modernizing town staff presentations and examining community development regulations.

“Staff retraining and redeployment, for me, that’s just making sure – I know we do this to an extent – we have a well funded pipeline of development and training or education, certifications, for people on staff to either do lateral moves or upward moves and certainly continue that investment in our people,” del Aguila said.

Another portion of the operational reform is taking into account the timing of traffic lights to improve cross-town flow. Ashton clarified that this issue has been recognized and the town is undertaking two intersection projects this year to help alleviate some of the flow. One of the projects will be at Monroe Street and Elden Street and the other at Center Street and Elden Street.

The final portion of reform regarding the town council comprised of creating voting district, changing how the town council operates, and empowering the council to set its agendas.

After reaching a proposed deadline to end the meeting at 10 p.m., the council tabled discussion on fiscal and long-term initiatives for another 7 p.m. meeting on Feb. 9.

Long-term initiatives set to be discussed include an update on the 2035 Vision. Proposed initiatives also include reviewing funding of capital improvement plans for transportation, long-term regional effort to reduce cut-through commuter traffic, and investing in closing gaps in pedestrian and bicycle routes even when no developer funding exists.

Proposed fiscal initiatives to be discussed include undertaking effective short-term and long-term budgeting to match immediate and long-term needs without excessively inconveniencing town residents. Other initiatives gathered from the council encompassed protecting town staff from layoffs if practicable, utilizing reserves to offset budgetary shortfalls and possibly avoid raising taxes during “this financial crunch for citizens and businesses,” according to a presentation of the council members’ proposed initiatives.

A final fiscal point of discussion is focusing on services such as trash and recycling, road work and repair as well as water and sewer, and police functioning.

The Virginia General Assembly has been debating a range of legislation since convening for its 2021 session on Jan. 13.

Here are some notable bills introduced or co-sponsored by Fairfax County legislators that have passed either the House of Delegates or state Senate and are now awaiting approval by the other chamber:

HB 1842

Introduced by Del. Mark Keam (D-35th District), House Bill (HB) 1842 would give legal authority to owners of condominiums and other multi-dwelling units to ban smoking within their premises.

“As Virginians continue to shelter at home due to COVID, I hear from constituents who live in apartments or condos concerned that their neighbors who smoke are making things even worse for their physical and mental health,” Keam said in a press release.

The bill is currently being considered by the Senate Committee on General Laws and Technology after passing the House of Delegates 72-27 on Jan. 19.

“My bill offers new tools for property owners to tackle this public health issue by requiring smoking residents to stop second-hand toxins from spreading on their premises and harming neighbors,” Keam said.

SB 1157

Senate Bill (SB) 1157 would move all local elections for city and town council and school board from May to November. The bill’s language would put the change in effect with elections held after Jan. 1, 2022.

The bill was introduced by Senator Lionell Spruill (D-5th District) and counts Del. Rip Sullivan (D-48th District among its patrons. It passed the Senate on Jan. 21 after Lt. Gov. Justin Fairfax broke a 19-19 tie by voting in favor of the bill.

“It will create a more streamline, school safe, cost-saving, and inclusive election for all,” Spruill said on Twitter following the Senate vote.

HB 1909

Del. Kathleen Murphy (D-34th District) is a chief co-patron of HB 1909, which permits any school board to deem any non-school zone property it owns or leases as a gun-free zone. The bill passed the House on Wednesday (Jan. 27) on a 55-44 vote and is now pending review by the Senate.

HB 1736

Del. Kaye Kory (D-38th District) is the chief co-patron of HB 1736, which would require local school boards to employ at least one full-time equivalent school nurse position at each elementary school, middle school, and high school.

The bill defines a school nurse as a registered nurse engaged in the specialized practice of nursing that protects and promotes student health, facilitates optimal development, and advances academic success.

The House passed the bill 68-31 with one abstaining vote on Jan. 25. It now awaits Senate review.

HB 1848

HB 1848 would protect individuals from discrimination on the basis of disability as an unlawful employment practice under the Virginia Human Rights Act. Del. Mark Sickles (D-43rd District) introduced the bill, and Del. Mark Levine (D-45th District) and Kathy Tran (D-42nd District) are among the chief co-patrons.

The bill passed the House unanimously on Jan. 22. It is now pending review from the Senate.

SB 1445

SB 1445 would permit any qualified and available health care provider in Virginia to volunteer to administer the COVID-19 vaccine.

Qualified health care providers would include any person who is licensed, registered or certified and in good standing with the Department of Health, retired health care providers who were in good standing within the last five years, and emergency medical services providers who are certified by the Department of Health.

The bill also extends to health professions students enrolled in an accredited program in Virginia, provided they are in good academic standing with their school and the school certifies that the student is properly trained in the administration of vaccines.

The bill passed the Senate 38-0 on Jan. 22. It now is pending review from the House.

Fairfax County’s Zoning Ordinance Modernization Project (zMOD) remains a point of discussion among members of Reston’s community as the heft project moves forward.

The project, which was launched in 2017, is aimed at modernizing the county’s zoning ordinance that was established in 1978. It has been the subject of debate in recent months, but the project’s progress was authorized by the Fairfax County Board of Directors on Dec. 1 to be advertised for public hearings.

The board’s decision to move forward with the project in December was billed as an opportunity to “provide sufficient time to advertise” today’s 7:30 p.m. planning commission public hearing on zMOD and a public hearing with the county’s board of supervisors on March 9.

While the project has moved forward, it has come under scrutiny by various community members and organizations.

The Reston Association (RA) issued a letter to Hunter Mill district Supervisor Walter Alcorn in November wherein RA President Julie Bitzer outlined a number of concerns regarding zMOD. In Bitzer’s letter on behalf of RA, the listed concerns outlined issue with proposed changes for accessory living units (ALU), home-based businesses, parking, and traffic.

RA and Reston Citizens Association (RCA) have discussed those initial concerns and more over the last week. Each organization has taken umbrage with the zMOD proposal to remove a 55-and-over age requirement for ALUs due to a belief that the change will create a strain on the local infrastructure and population density.

Both organizations also have opposed proposed changes to home-based businesses due to concerns about traffic congestion and losing the character of single-family residential neighborhoods.

RCA adopted a set of resolutions to outline community concerns with the latest zMOD draft on Jan. 21 while RA held a special Board of Directors meeting to discuss a resolution on the project to be presented to the county. RCA offered a measure of support in its resolutions to defer a detailed review of these points for future study.

“RCA has carefully followed the progress of the county staff’s proposals in the zMOD project,” Reston Citizens Association president Dennis Hays said in a release. “We believe the staff has gone far beyond the intended purpose of zMOD, proposing far-reaching changes with little to no consideration as to the impact such changes would have on established communities.”

Among the primary concerns that RA and RCA have raised is the amount of time to suitably address the zMOD changes as a whole when there is not a sufficient redline version or chart to identify potential changes in the zoning ordinance. The current executive summary of the zMOD project was released Nov. 24 is 741 pages.

“Our goal is to slow this down and give us a bit more time to participate and drill down into some of the details,” Bitzer said during RA’s Board of Directors meeting.

The COVID-19 pandemic has impacted every facet of the world including Metro planning, but officials say the construction phase of Phase II of the Metro Silver Line has managed to stay on track.

Marcia McAllister, the Dulles Corridor Metrorail Project Communications Manager, noted that Phase II is 99 percent complete. McAllister shared the update during the Dulles Regional Chamber of Commerce’s Metro Monday Jan. 25 virtual meeting about COVID-19’s financial impact on Metro and the Silver Line.

“COVID has had very little effect on our construction,” McAllister said. “As you know, construction workers were allowed to continue to work and they did work, and our contractors have put in extra hours to make up any time they may have (needed) when they may have had cases of COVID.”

She added that the project is undergoing system testing and that coordination is happening daily with Metro moving forward. While the project’s eventual opening will be up to WMATA, the goal is to turn it over to the Metropolitan Washington Airport Authority in late spring.

When Metro takes control of the project, it will conduct its own testing before opening the second phase. During a Metro Monday meeting on Dec. 10, head of capital delivery for Metro Laura Mason estimated that Phase II’s tentative start of service would begin in the fall of 2021. The completion of the project has been delayed by more than a year.

McAllister also addressed rumors about the construction budget funding for the project.

“Our funding is completely intact. There’s been no change in the allocation of funds,” she said. “In fact, we have already spent all of the Phase I money that came from the federal government to fund this project. That part is set in golden stone.”

Loudoun County Supervisor and Metro Board of Supervisors member Matt Letourneau reiterated McAllister’s budget comments and clarified that the construction budget for the project is not related to Metro’s capital budget. Letourneau went into further detail on Metro’s financial standing during the ongoing pandemic and the federal COVID-19 relief package signed on Dec. 27 to support transit.

The overall region is expected to receive about $830 million, with about $720 million going to Metro. Metro will keep about $600 million of the funds and allocate about $108 million to local providers.

“That will allow us to essentially balance the FY (fiscal year) 21 budget with about $95 million of that,” Letourneau said. “We had planned some fairly significant, but not necessarily painful, cuts coming in February that we’re going to be avoiding.”

The remaining $515 million allocated to Metro will be used to help balance the fiscal year 2022 budget. Metro will pass a budget in the mid-March to early April timeframe. However, Letourneau cautioned that the federal funds would not cover the entire fiscal year 2022 budget.

Unless additional federal funding is received, Letourneau said, service cuts and employee layoffs are potential threats in January 2022. He estimated that the layoffs could encompass an estimated 2,500 people.

“The Metro board has not done anything to delay the opening of Phase II as a matter of Metro policy or budget policy,” Letourneau said. “Thus far the position of the Metro board has been whenever the project is been turned over and deemed acceptable and safe, and gone through testing, we should open it.”

Since the inception of the pandemic, Letourneau estimated that Metro rail ridership is between 10 and 15 percent of what it was prior to COVID-19, while bus ridership is around 50 to 60 percent. He added that if additional federal funding is not provided, the fiscal year 2022 budget process will involve considering $171.4 million service reductions for the last six months of the fiscal year.

Hunter Mill District Supervisor Walter Alcorn urged officials to open phase two as soon as it is ready and practical.

“As we think about the Metro budget and going forward, we have to keep in mind that the long term viability of Metro depends on using rail,” Fairfax County Supervisor Walter Alcorn said.

Letourneau echoed Alcorn’s statement by that saying Phase II should continue as previously planned despite challenges and low ridership.

“If we are trying to recover, if we want to be part of that recovery, we know that the highest growth part of the system is the silver line; it is the Dulles corridor,” Letourneau said.

The WMATA Board voted to authorize a public process to participate in discussions on the fiscal year 2022 budget in February. Hearings are anticipated to begin in early March and the board is then expected to approve a budget in April.

Seniors living in two of Fellowship Square’s housing communities have received the first dose of the COVID-19 vaccine.

The first dose of the vaccine was distributed on Jan. 18 at Lake Anne Fellowship House in Reston. Another dose was administered at Lake Ridge Fellowship House in Woodbridge on Jan. 19. The vaccine will be provided for residents at Hunters Woods Fellowship House in Reston in February.

The move falls in line with the Virginia Department of Health’s Phase 1b for distribution of the vaccine: “Vaccinate Frontline Essential Workers, People Aged 65 years and Older, People Living in Correctional Facilities, Homeless Shelters and Migrant Labor Camps, and People aged 16 through 64 years with a High Risk Medical Condition or Disability that Increases Their Risk of Severe Illness from COVID-19.”

The vaccine was administered door to door through a mobile health collaboration with local CVS and Walgreens pharmacies. The mobile units will return to administer the second dose of the vaccine.

“While we will continue to keep safety precautions in place, we now at least can offer our residents the additional level of health, safety and security that being vaccinated against COVID-19 brings,” Christy Zeitz, CEO of Fellowship Square, said in a press release.

“There is a lot of excitement among our residents and staff – they have been looking forward to this day for many months.”

Fellowship Square houses more than 700 seniors between its three housing communities. The organization is a registered 501(c)3 nonprofit with a reported average resident age of 78.

The nonprofit says it has combatted COVID-19 in its residences with proactive safety and sanitation efforts. It has also provided regular educational updates in more than nine languages that are spoken throughout its communities.

Fellowship Square has also organized a “Check In and Chat” effort for volunteers to call residents to check on their well-being and offer companionship. The organization also has volunteer opportunities through “Fellowship Fresh” to deliver food donations to residents’ doors.
