Potomac River Running is sponsoring the New Year’s Day 5K Jan. 1 here in Reston.

Here is what you need to know:

Race begins at 1o a.m. at Reston Town Center.

Online registration is $35 and open through Wednesday. Race day registration (if not sold out) will also be available for $40.

The race starts and finishes at Reston Town Center. The course is on town center streets and Reston Association paths, so no major roads will be affected.

There will be music and New Year’s Day post-race celebrations at RTC.

Lifetime Fitness in Reston is also hosting a New Year’s Day Commitment Day 5K that is open to non members.

Lake Anne PlazaThe Reston Museum and Historic Trust recently got an endowment boost from two men who grew up in Reston, and the historic trust board is hoping that will inspire other Restonians to make year-end contributions.

The RHT is in the midst of a fundraising campaign with a goal of of raising $100,000 by Founder’s Day in April 2016 to expand its outreach and educational programs; employ a full-time director; and retire the debt on the Reston Museum at Lake Anne Plaza.

Ben Barokas and Ben Lillienthal, both of whom now work in the tech industry, gave a combined $30,000 to the RHT. Barkoas is a 1991 Herndon High grad. Lillienthal attended Lake Anne Elementary and Langston Hughes Middle School before attending high school outside of Reston.

“Both Ben Lillienthal and Ben Barokas understand that giving back to organizations where they grew up, like the Reston Museum, is important and the right thing to do,” the endowment chairs wrote.”

The museum is also conducting a campaign urging residents to donate a $1 for every year they have lived in Reston.

In the early hours of Nov. 1 — after a night of Halloween festivities — a man was stabbed after a fight at Clyde’s at Reston Town Center, according to a Fairfax County Police report.

Police said an altercation began when the suspect began to flirt with the 24-year-old victim’s girlfriend. The victim was hospitalized with non-life threatening injuries.

Meanwhile, Fairfax County Crime Solvers announced last week a private reward of $25,000 is being offered for help in identifying a suspect.

The reward is in addition to the $100 to $1,000 also being offered by Fairfax County Crime Solvers.

Golfers at tourney at Reston National/Credit: Jay SzlamowiczThe owners of Reston National Golf Course have filed a notice of appeal to the Virginia Supreme Court in regards to the recent lower court ruling on the 166-acre course’s land use designation.

RN Golf, owners of the public course claims in its filing that By Right development means it can develop what it wants with no zoning changes or public hearings.

The filing sets the clock ticking for a hearing at the Supreme Court sometime in the next several months.

RN Golf’s filing at the state level caps a year of many court appearances on the continuing quest to get a definitive answer on the golf course’s zoning or future zoning, as well as continuing efforts in the fight for Reston’s open space.

The story goes back to 2012, when the owners asked the county whether the course could be considered zoned residential. The Fairfax County Department of Planning and Zoning Staff said no, the land is open and recreational space and a change would require rezoning.

In January, the county Board of Zoning Appeals held a lengthy hearing, in which it heard from the owners’ attorneys as well as Reston Association attorneys a representatives and members of advocacy group Rescue Reston.

In April, the BZA returned its ruling that said the owners could redevelop without getting a comprehensive amendment, which could ease the path to redevelopment of the land.

Rescue Reston, RA and Fairfax County all filed appeals of that ruling in Fairfax County Circuit Court, and in November. Circuit Court Judge Michael Devine then granted the motion for summary judgment and vacated the Board of Zoning Appeals decision from earlier in 2015.

That decision means golf course owners RN Golf Management would have to file a formal plan with Fairfax County in order to pursue redevelopment of the course.

Devine said RN Golf had based its case on a letter from the county zoning administrator, which the court in effect found was merely an advisory opinion and was not appealable.

So the saga continues. Meanwhile, play through.

“RN Golf, backed by the deep pockets of Northwestern Mutual, knows the legal option is their only near term chance of success, so they are going for it,” said Rescue Reston President Connie Hartke.

John McBride, RA’s land use attorney, said the association, the county and the individual landowners will file a brief in opposition within 21 days.

After hearing oral arguments by RN Golf, the supreme court will need to decide whether to accept the case for review. This will likely happen in May or June, said  McBride. If the case is accepted for review, then it would be scheduled for briefing and argument later in the fall of 2016.

Fairfax County Fairfax County offices are closed Dec. 24 and 25 for Christmas and Friday, Jan. 1 for New Year’s Day.

Some county departments will be on a different schedule. Here are some to note:

Public schools (including offices) are closed until Jan. 2.

Fairfax County Public Libraries will be closed Dec. 24 and 25. Branches will close at 5 p.m. on Dec. 31 and will be closed on Jan. 1.

Some Fairfax County Parks will be closed on Dec. 24. All will be closed Dec. 25. See the Park Authority website for information.

Reston Community Center Hunters Woods will be open 9 a.m. to 2 p.m. on Dec. 24 and will be closed on Christmas Day. It will be open 9 a.m. to 2 p.m. on Dec. 31 and noon to 5 p.m. on New Year’s Day.

Fairfax County Police A 24-year old man was robbed and assaulted early Monday as he waited for a bus near the Clocktower Shopping Center at Sunrise Valley Drive and Centreville Road in unincorporated Herndon, Fairfax County Police said.

The victim, 24, told police he was waiting for a bus at 2:15 a.m. when two men approached him, assaulted him and took his wallet. They fled on foot.

The victim was transported to Reston Hospital Center with non-life-threatening injuries.

The only description of the suspects is that they appeared to be Hispanic, the victim said.

Pedestrian accident: A man was injured Tuesday about 6:30 p.m. when he was struck by a car on Bowman Towne Drive. Police said the injuries appeared to be not life threatening

Moussa El Haddad/Credit: FCPDA 71-year-old man has been charged with three counts of aggravated sexual battery and one count of indecent liberties after reportedly assaulting a 10-year-old boy in shower stall at Oak Marr Recreation Center in Oakton.

Fairfax County Police arretsed Moussa El-Haddad at his Oakton home on Monday at 6 p.m. He is being held at the Fairfax County Adult Detention Center where he is being held without bond.

Police were called to Oak Marr, a Fairfax County Park Authority pool and rec center, at around 12:50 p.m. Saturday after an employee noticed suspicious behavior in the men’s locker room area of the facility.

Police responded to the scene and began an investigation, along with recreation center personnel. A suspect was quickly identified and subsequently arrested.

Detectives ask that anyone with information regarding this incident to contact them.

They also encourage parents/guardians to report any conduct that makes you or your child uncomfortable. Discuss this issue with your child and remind them about the basic tenets of personal safety.

South Lakes High School After several years of rapid growth, Fairfax County Public Schools enrollment is now slowing, which changes the longterm plans for school capacity enhancements, according to the schools system’s five-year Capital Improvement Plan, says Superintendent Karen Garza.

Nonetheless, FCPS’ long-term plans included build several new schools between 2017 and 2021, according to the CIP.

FCPS says it will need $777 million for the 2017-21 CIP — or about $155 million per year — for new schools and additions, capacity enhancements, and renovations to address current and anticipated enrollment increases.

Money from the approved 2015 School Bond Referendum and previous referenda will fund approximately $429 million of the requirement, leaving a balance of $347 million unfunded.

Among the already funded projects in the Reston area are South Lakes High School’s 40,000-square-foot addition. When it is completed, the school will have capacity for 2,700 students.

Unfunded projects include a new elementary school in the northwest part of the county (planning is funded; construction is unfunded); an elementary school in the Fairfax-Oakton area; and a high school in the western part of the county that could draw from the Reston/Herndon area.

The school system said it is likely to get additional money from the Fairfax County Board of Supervisors ($13.1 for infrastructure management), as well as a grant from the U.S. Department of Defense that will fund 80 percent of the cost of upgrades to the Fort Belvoir Elementary School and a construction of a new school on an adjacent site.

Garza says in the report that while FCPS grew by more than 2,400 students annually the last several years, the system saw contracted growth in 2015. She says growth is expected to slow considerably between now and 20121.

“[The contracted growth] was due to a decrease in the birth-to-kindergarten yield ratio, which compares the number of kindergarten students enrolled to the number of births in Fairfax County five years ago,” Garza says in the report. “It was also caused by a rapidly declining in-migration of new students. These indicators have led to a five-year forecast that continues to project overall enrollment growth at a moderated rate. The five-year CIP horizon forecasts approximately 189,000 students by school year 2020-21.”

That number is only about 3,000 more than the current FCPS enrollment. She says the county “may have seen peak enrollment” in elementary grades. A year ago, Garza predicted the system could have more than 198,000 students by 2020.

However, different parts of the county are growing — or slowing — at different rates, she said.

“These new trends of growth are inconsistent across the county and continue to present a facilities capacity challenge,” said Garza. “The school system struggles to provide sufficient capacity in our schools. Despite the planned additional capacity intended to address projected needs, uneven enrollment growth throughout the county will necessitate the continuation of small- and large-scale boundary adjustments to take advantage of available capacity whenever it is practicable to do so.”

Future Western HS: FCPS will monitor high school enrollments at schools such as Chantilly HS, Centreville HS, Herndon HS, Oakton HS, South Lakes HS, and Westfield HS. Based on potential site acquisition location, construct a new high school to alleviate capacity concerns. Not Your Average Joe's LogoNot Your Average Joe’s, a new restaurant coming to the space formerly occupied by Romano’s Macaroni Grill, will open on Jan. 4, a spokesman said.

NYAJ was originally slated to open at 1845 Fountain Dr. on Dec. 21.

The Reston restaurant will be the fifth Massachusetts-based Not Your Average Joe’s to open in the Washington metropolitan area. There are outposts in Leesburg and Woodbridge, Va., as well as in Gaithersburg and Bethesda, Md.

NYAJ will be open for lunch and dinner, and has an extensive menu featuring seafood, steaks, creative appetizers, salads, stone hearth pizzas, and burgers. The menu also features seasonal selections.

Some of the specialty dishes: ahi tuna wontons served with pickled ginger and wasabi aioli; red-wine braised short ribs; and sage pecan salmon with a sage pecan pesto, chipotle mashed sweet potatoes and roasted brussels sprouts.

NYAJ will also feature an extensive wine list and more than 20 beers on tap, including several local craft brews such as Devil’s Backbone Vienna Lager, Lost Rhino Faceplant IPA, and Flying Dog’s seasonal brew.

The 7,300 square-foot restaurant will seat 218, with a full bar and two seasonal outdoor patios offering an additional 100 seats. A private dining space accommodates 22 seated guests. The Reston location — which will take reservations — will feature an open-kitchen.

Not Your Average Joe’s will partner with local non-profit Cornerstones during its grand opening. All proceeds raised during the two-day preview celebrations will be donated to the organization, which is dedicated to providing support and advocacy for people in need of food, shelter, affordable housing and other human services.

NYAJ will continue to support Cornerstone through January with its ongoing “Not Your Average Cause” program, which provides 15 percent of proceeds to a selected cause every Tuesday.

Michelle Buck/Courtesy SLHS yearbookServices will be held later this week for Michelle Buck, the South Lakes High School 2014 grad who was killed when she was struck by a car last week.

Buck, a sophomore at Ursinus College in Collegeville, Pa., was crossing a street in Collegeville Thursday when she was hit by the driver of a Nissan Murano. Police are still investigating the accident.

Services are at St. Timothy’s Episcopal Church, 432 Van Buren St. in Herndon on Wednesday.

There will be a viewing from 3 to 4 p.m. Funeral services are from 4 to 5 p.m. A reception begins at 5 p.m.

Buck, from the Fox Mill area of Herndon, had recently declared her intention to double major in philosophy and neuroscience, the college said. At South Lakes, she was an accomplished violinist, and she continued playing with a strings group at Ursinus.
